The City of Dyer Board of Mayor and Alderpersons met In regular session, Monday, February 28, 2022 at 7:03 PM.
Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Bett Jewell, Tom Mikkelsen, Craig Blackburn,
Marty Graves, Fred Ivie, Michael Barron, and Jennifer Hughey. The City Attorney was present.
Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the February 14, 2022
regular meeting. Motion carried with Moore, Jewell, Mikkelsen, Blackburn, Graves, Ivie, and Hughey voting aye;
Michael Barron abstained.
Visitors
Bruce Monroe of 281 Walnut addressed the board with concerns about police officers exceeding the posted speed
limit. Mayor Carroll noted that when one is in a stationary position we often perceive vehicles moving at a higher
speed than they actually are. Mr. Monroe said that he had paced one patrol car up to 70 mph. Mayor Carroll
reminded those present that the procedure for expressing concerns about police matters is to first contact the
Chief of Police.
Mayor's Report
Mayor Carroll read aloud a note from Mr. Kevin Turner, principal at Dyer School, thanking the City for
improvements to the basketball court.
Mayor Carroll updated the Board on the Eagle Community Center. He said that on the east end of the building, the
flooring is loose and the floor itself is uneven. Joey Turner has looked at the floor and noted that in the process of
putting the floor down, he was told not to level that section of floor. Turner referred Mayor Carroll to Raymond
Forrest who could level the floor. Turner will pull up the flooring for no charge if the City wishes; Forrest estimates
leveling the floor to cost no more than $1,600.00. Alderman Graves asked who had told Mr. Turner not to level the
floor; Mayor Carroll said that he did not hear it himself, but that Mr. Turner said that former mayor Younger had
given him that instruction.
Motion made by Marty Graves, seconded by Jennifer Hughey to approve up to $1,600.00 to have the floor leveled.
Motion carried with all ayes.
Mayor Carroll also said that on the opposite end of the building were two rooms set up for bathrooms as well as an
open area plumbed for a sink. Carroll said that there may currently be no water in the building. He suggested that
Alderman Mikkelsen or someone else may wish to look at the situation and provide some guidance about the
water; there is a very nice counter in place in the main room, but there is no water in the counter. Mayor Carroll
expressed concerns about giving people a place to serve food with no water to wash except the restrooms.
Mayor Carroll updated the Board on his plans for budget preparation with some meetings beginning in April.
Department Reports
The City Recorder said that the credit / debit machines had been received and City Hall is waiting for Local
Government to schedule installation; it should be soon.
Water & Wastewater Superintendent Randy Gregory asked the Board to approve a sum of money to purchase
spare parts for lift station repairs. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to approve up to
$5,000.00 for the purchase of wastewater and water spare parts. Motion carried with all ayes.
New Business
Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5532 to Hawkins, Inc for $1790.12 for
Water & Wastewater Chemicals. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Bob Moore to approve up to $9,000.00 for repair to lighting at the David
Robinson Recreation Park. This will be mostly reimbursed by insurance. Motion carried with all ayes.

Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5542 to Lee's Garage for $1,613.48 for
Repair to Fire Engines. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Tom Mikkeisen to pay the accounts. Motion carried with all ayes.
Alderman Ivie asked if Rough Country has completed their work on the new street truck. Public Works Supervisor
Dale Carroll said everything had been done except the seat cover.
Motion made by Jennifer Hughey, seconded by Fred Ivie to adjourn. Motion carried with all ayes.
