Page 11 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 14, 2022 at 7:01 PM. Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Mary Graves, Craig Blackburn, Bett Jewell, Tom Mikkelsen, Jennifer Hughey, and Fred Ivie. The City Attorney was not present. Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to approve the minutes of the January 24, 2022 regular meeting. Motion carried with Moore, Graves, Jewell, Mikkelsen, Hughey, and Ivie voting aye; Alderman Craig Blackburn abstained. Visitors Jennifer Baker of Freemont Street addressed the board with concerns about the removal of the mini-golf at the David Robinson Recreation Park. She shared some information that had been posted online. Mayor Carroll responded that the board had discussed it several times In the past few months and that the carpet was beginning to deteriorate. There has been little use of the facilities and significant maintenance would be necessary to the greens as well as some improvements. Carroll said that to his knowledge, there had been little use of the greens. Mayor Carroll did agree that additional efforts should be made to provide outdoor activities for people, especially young people, in Dyer. Mayor's Report Mayor Carroll reported to the Board that the Dyer Regional Planning Commission had approved the site plan for the Family Dollar Tree located on South Main Street. Construction should begin shortly. Department Reports The Fire Department reported that Paxton Smith had submitted his resignation. Motion made by Marty Graves, seconded by Craig Blackburn to accept Smith's resignation. Motion carried with all ayes. Street Department Supervisor Dale Carroll asked the Board to adjust Johnny Kimbro's pay in line with other members of the department similarly situated. Motion made by Fred Ivie, seconded by Tom Mikkelsen to set Kimbro's pay at $14.00 per hour effective for any payrolls issued after February 14, 2022. Motion carried with all ayes. Mayor Carroll reported that the intercom had been installed at City Hall and was working well. The City Recorder continued to ask those present to spread the word about tax relief. The City Recorder also said that the Credit Card system was nearing completion and should be online, hopefully, in the next month. New Business Motion made by Jennifer Hughey, seconded by Fred Ivie to approve PO A-5515 to King Construction for $1,200.00 for Gravel. Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Fried Ivie to adopt Resolution 2022-323, A Resolution to Support Restoring the Historic Revenue Sharing Relationship Between the State of Tennessee and its Local Governments and to Return the Local Share of the Single Article Cap to Local Governments. The City Recorder explained the purpose of the resolution. Motion carried with all ayes. Alderman Blackburn expressed some concerns about trees overhanging the road on South Main Street.
