Page 7 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,January 24, 2022 at 7:04 PM. Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Tom Mikkelsen, Bett Jewell, Fred Ivie, Jennifer Hughey, and Marty Graves. The City Attorney was not present. Motion made by Jennifer Hughey,seconded by Bob Moore to approve the minutes of the January 10, 2022 regular meeting. Motion carried with all ayes. Visitors Bruce Monroe of 281 Walnut Street addressed the board concerning a problem with dogs in his neighborhood as well as about ADA concerns. Monroe said a white dog and what appears to be a Rottweiler have been behaving aggressively toward him and some of his neighbors. He has contacted Central Control and the animal control officer and doesn't feel like it's being address. Monroe also expressed concerns about access to some facilities under the Americans With Disabilities Act. Mayor Carroll and the City Recorder responded to some of his concerns and encouraged him to remain in contact with the Mayor and the City. Mayor's Report Mayor Carroll said that the installation of the intercom for the drive through had been delayed, partly due to illness of the installer. It is expected to be installed soon. Carroll also updated the board concerning the memorial street signs; as many as 14 signs may be installed. Carroll also said that TDOT grants would help improve the railroad crossings downtown. Carroll said that City Hall has been in contact with Republic Services about bulk pickup. The process is taking longer than anticipated due to ongoing staff shortages at Republic. Carroll said that the City had been notified that a structural engineer has recommended to Tyson Local Grain Services that the old Dyer Gin building be demolished for safety reasons. Mayor Carroll asked the board for guidance on the mini-golf course laid out at the David Robinson Recreation Park. Alderman Mikkelsen recommended tearing it out and mowing it. Motion made by Tom Mikkelsen seconded by Bob Moore to remove the mini-golf course. Alderperson Hughey hoped that the city considers other activities for young people; Alderman Ivie asked that the salvage any materials that might be used elsewhere. The motion carried with all ayes. Department Reports Chief Lindsey said that Assistant Chief Wilkins had undergone a medical procedure and would be off work for a few months. Chief Lindsey asked the board to approve the purchase of a dual radar for a patrol vehicle at a cost of $2,103.30 and a handheld radar unit for $1,385.00. Motion made by Marty Graves, seconded by Tom Mikkelsen to approve up to $3,488.30 for the purchase of the radar units. Motion carried with all ayes. The City Recorder said he had been in contact with Gibson Connect about internet at the park (in relation to cameras), and that they were still working on it. It seems likely the best course is to purchase the internet equipment through Gibson Connect and then pay them to maintain it as well as to provide the internet service. More information will be forthcoming. The City Recorder also reminded those present about tax relief available to the elderly and to disabled veterans. New Business Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to adopt Resolution 2022-321, the Gibson County Hazard Mitigation Plan. Motion carried with all ayes. Motion made by Marty Graves, seconded by Fred Ivie to approve PO A-5505 to Area Wide for $1,680.00 for Emergency Lights; this will be reimbursed under the Governor's Highway Safety Grant.
