Page 39 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, May 23, 2022 at 7:02 PM. Those present were Mayor Ray Carroll, Bob Moore, Marty Graves, Michael Barron, Tom Mikkelsen, Jennifer Hughey, and Bett Jewell. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the May 9, 2022 regular meeting. Motion carried with all ayes. Visitors Mayor Carroll recognized Jake Rogers from Congressman David Kustoff's office, who was present for the meeting. Mayor's Report Mayor Carroll reminded those present about the budget meeting to be held on Tuesday evening; he hopes the budget can be finalized and a further meeting will not be required. Department Reports Mayor Carroll commended the Fire Department for a great event Saturday evening and lamented the rain and its impact on attendance. Dyer Police Chief Brad Lindsey asked the Board to hire Daniel Vanalstine as a regular full-time patrolman. Motion made by Michael Barron, seconded by Marty Graves to hire Daniel Vanalastine as a regular full-time patrolman. Motion carried with all ayes. Street Department Supervisor Dale Carroll reported that the sewer pump at the David Robinson Recreation Park had failed, and in the process they discovered an old septic tank. Carroll recommends repairing the field line so that the tank and field line can serve as a backup in case the pump goes down again. City personnel can complete the work. The City Recorder noted that Municipal Clerk Ashlee Starkey is out of town this week and that he is reminded, during her absence, how much he appreciates her skill and dedication. Committee Reports Alderman Michael Barron asked if the grounds at the Police Station are being kept trimmed and mowed. Chief Lindsey and Supervisor Carroll said it's being taken care of. Parks and Public Spaces Committee Chair Jennifer Hughey asked about the status of the benches at the David Robinson Recreation Park. Dale Carroll said they had already been moved. Alderperson Jewell asked about the status of the proposed canopy. The Board discussed again the sturdiness of the canopy. Motion made by Bob Moore, seconded by Jennifer Hughey to purchase a 12' x 28'foot canopy to be placed near the ball fields. Motion carried with all ayes. Alderman Barron asked about additional lighting at the gazebo; Dale Carrol said he's speak to Higdon Electric about placing lights on a timer. New Business Motion made by Michael Barron, seconded by Jennifer Hughey approve PO A-5628 to Wascon, Inc for $2,200.00 for Replacement Pump for Park Restrooms. This purchase was previously approved by Mayor Carroll on an emergency basis. Motion carried with all ayes. Motion made by Bob Moore,seconded by Michael Barron to select SIC Project Management and A2H Engineers and Architects as project/grant managers and engineers, respectively for the TDEC ARP grant program. Motion Page 40 carried with all ayes. Motion made by Jennifer Hughey, seconded by Bob Moore to pay the accounts. Motion carried with all ayes.
