The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,June 13, 2022 at 7:03 PM.
Those present were Mayor Ray Carroll, Bob Moore,Tom Mikkelsen, Jennifer Hughey, Marty Graves, Michael
Barren, and Fred Ivie. The City Attorney was present.
Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the May 23, 2022 regular
meeting. Motion carried Moore, Mikkelsen, Hughey, Graves, and Barron voting aye; Fred Ivie abstained.
Visitors
Sarah Williams with the Dyer Station Celebration Committee address the board. The Committee formally invited
the Dyer Mayor and Board of Aldermen to attend all the events. The Board is invited to form a team, along with
the police department, fire department, and public works, to participate in the Dyer Station Trivia Contest. The
Committee also asked as Mayor and Board to attend opening ceremonies on Monday,June 27, 2022 at 6:30 PM.
Mrs. Williams reviewed other events. Including the rook tournament, community worship service, the street
dance, and other events.
Mayor's Report
Mayor Carroll relayed an invitation to the Board to attend Luke Stafford's Eagle Scout Court of Honor on Sunday at
2:00 PM.
Alderperson Bett Jewell arrived at 7:07 PM.
Department Reports
Assistant Fire Chief Ryan Shanklin said that it appears that the white service'truck need to repaired, declared
surplus, and sold. It will take at least $1,500.00 to repair it well enough to sell it; the air brake system is out of
service. Motion made by Tom Mikkelsen, seconded by Bob Moore to authorize up to $2,000.00 to repair the truck,
to declare it surplus, and to have it sold. Motion carried with all ayes.
Chief Shanklin said that LukeSchweich has resigned from the Fire Department. Motion made by Michael Barron,-.
seconded by Jennifer Hughey to accept Schweich's resignation. Motion carried with all ayes. - " '
Chief Shanklin said that Firefighter Nick Taylor is no longer responding to calls, completing required training, or
communicating with officers. Motion made by Marty Graves, seconded by Tom Mikkelsen to terminate Nick Taylor
and put him on the "do not rehire" list for 5 years. Motion carried with all ayes.
Street Supervisor Dale Carroll said that Art Berry has not been reporting to work or responding to communications.
Motion made by Michael Barron, seconded by Fred Ivie to terminate Art Berry. Motion carried with all ayes.
Carroll asked the Board to hire Jaxon Bailey as a seasonal worker. Motion made by Fred Ivie, seconded by Michael
Barron to hire Jaxon Bailey as a seasonal worker through August 15, 2022 at $10.00 per hour. Motion carried with
all ayes.
Committee Reports
Parks Committee Chair Jennifer Hughey reported that the lights at the gazebo at the David Robinson Recreation
Park had been replaced with 100 watt equivalent bulbs and placed on a photo cell so they turn on at night. The
City Recorder reported that he had been in contact with Gibson Connect about internet connectivity for cameras
at the park, and has talked with Challenger Systems about a potential camera system. There was extended
discussion about placing the ball field lights on a switch; Dale Carroll will contact Higdon Electric about making that
change.
New Business
Motion made by Fred Ivie, seconded by Jennifer Hughey to approve up to $2,995.00 for the purchase of a
copier/fax machine for City Hall. Motion carried with all ayes.

Motion made by Fred Ivie, seconded by Jennifer Hughey to adopt Resolution 2022-325, A Resolution Authorizing
the Sale of Real Property (197 South Royal). Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Jennifer Hughey to pass on its first reading Ordinance 2022-272, An
Ordinance to Amend Title 18, Chapter 3 of the Dyer Municipal Code concerning Sewer Rate Charges. Motion
carried with all ayes.
Motion made by Fred Ivie, seconded by Jennifer Hughey to pass on its first reading Ordinance 2022-273, An
Ordinance to Amend Title 18, Chapter 1 of the Dyer Municipal Code concerning Water Rate Charges. Motion
carried with all ayes.
Motion made by Marty Graves, seconded by Jennifer Hughey to pass on its first reading Ordinance 2022-274, An
Ordinance of the City of Dyer, Tennessee Adopting the Annual Budget and Tax Rate for the Fiscal Year Beginning
July 1, 2022 and ending June 30, 2023. Motion carried with Moore, Mikkelsen, Hughey, Graves, Barron, and Jewell
voting aye; Fred Ivie abstained.
Motion made by Bob Moore, seconded by Jennifer Hughey to pass on its first reading Ordinance 2022-275, An
Ordinance to Amend the 2021-2022 Annual Budget. Motion carried with Moore, Mikkelsen, Hughey, Graves,
Barron, and Jewell voting aye; Fred Ivie abstained.
Motion made by Jennifer Hughey, seconded by Michaei Barron to pay the accounts. Motion carried with all ayes.
