Page 81 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, October 10, 2022 at 7:02 PM. Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Tom Mikkeisen, Bett Jewell, Michael Barren, Jennifer Hughey, Craig Blackburn, and Fred Ivle. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the September 26, 2022 regular meeting. Motion carried with all ayes. Visitors Tiffany Needham, representing the Dyer Station Celebration Committee, asked for assistance from thd Fire and Police Departments for the" upcoming 5K. Mayor Carroll referred them to the respective departments. Mayor Carroll also asked that Dyer Station keep the city informed about new or different facets of the upcoming Christmas in Our Hometown presented by Dyer Station Celebration. Mayor's" Report Mayor Carroll reminded those present of the wrestling event to be hosted at the Robert W. Moore Fire Station this coming Saturday evening. Bell time Is at 8:00 PM. Mayor Carroll commended Coltan Eddlemon for his work in Dyer on his Eagle Project. Coltan has placed directional signs for the tornado safe room around town. Department Reports Dyer Fire Chief Brandon Rudd said that Austin Juhl has resigned from the department. Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept Juhl's resignation. Motion carried with all ayes. Chief Rudd said that three people wish to rejoin the department; all have been members before. Motion made by Craig Blackburn, seconded by Jennifer Hughey to hire and appoint Jessica Rudd, Tom Crandall, and Parker Crandall as firefighters. Motion carried with all ayes. The City Recorder said that City Property Tax Notices have been sent to the printer. They are expected to mail sometime between the middle and end of October. He encouraged those present to begin spreading the word about tax relief. Committee Reports The Board discussed recent actions by the Board and Fire Department about responding outside the corporate limits. Mayor Carroll said that as he understood the motion, the Board voted to support the position of the Fire Department; Carroll said that conversations with the County have resulted in a change in protocol as well as an assurance that finances will be available to compensate first responders in the county. Alderman Barron noted that City of Dyer taxpayers should not be paying for people in the rural areas of the county unless they are rural fire subscribers. Assistant Chief Shanklin noted that first responders fall under the Gibson County EMS. The general consensus of the Board Is to continue supporting the position of the fire department as they are now again responding In the county. Motion made by Michael Barron, seconded by Jennifer Hughey to support the position of the Fire Department. Motion carried with all ayes. Unfinished Business Alderman Ivle asked about some of the furniture that appears to be piled along the road. Mayor Carroll said the first bulk pickup is tomorrow; there'are 13 people signed up. Ivie encouraged the City to close up some of the houses that may be public property and might pose a hazard. New Business Motion made by Bob Moore, seconded by Fred Ivie to adopt Resolution 2022-329, a resolution concerning TDEC ARPA funding. Motion carried with all ayes.  Page 82 Motion made by Bob Moore, seconded by Jennifer Hughey to approve up to $19,000.00 to PRI for asphalt repair; these repairs falls under the contract price on the recent bid.
