Page 75 The City of Dyer Board of Mayor and Alderpersons met in.regular session, Monday,September 26, 2022 at 7:05 ■ PM.Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Bett Jewell, Tom Mikkelsen, Fred Ivie, Marty Graves, Michael Barron, Jennifer Hughey, and Craig Blackburn. The City Attorney was present. Motion made by Jennifer Hughey,seconded by Fred Ivie to approve the minutes of the September 12, 2022 regular meeting. Motion carried with all ayes. Visitors Sara Williams representing the Dyer Station Celebration Committee addressed the board requesting perniission to hold a Dyer Station 5K on October 22. Williams noted that Dyer Station Celebration falls under the City of Dyer's liability insurance and was advised that the committee should ask consent of the City Board. Motion made by Marty Graves,seconded by Craig Blackburn to permit Dyer Station Celebration to host a 5K on October 22. Motion carried with all ayes. Williams was encouraged to coordinate with the City to ensure that all necessary precuations are taken. Melinda Campbell addressed the board on behalf of Gibson County Relay for Life promoting the Relay for Life Carnival for a Cure to be held on October 15 at Shady Acres Park in Trenton,Tennessee. Campbell noted that Gibson County Relay for Life no longer moves from town to town, but instead, county wide events are held. ■I r Mayor's Report Mayor Carroll said that bulk pickup will begin in October. ' ' Mayor Carroll confirmed that the Board wanted to hold the annual Trunk or Treat on Monday, October 31. The event will include hotdogs, popcorn, and candy. Carroll asked those present to be prepared to gather around 4:00 PM to begin setting up. The event will run from 6:00 PM to 8:00 PM. Mayor Carroll reported that about 99% of the Eagle Community Building is complete; there are few touchiips needed. Parker Electric will repair some damage to wiring on the HVAC units. ' Mayor Carroll said that he had attended the ADA and Parks & Recreation public meetings hosted by A2H. Carroll said that approximately 95% of sidewalks in Dyer are not ADA compliant; an off-the-cuff estimate by A2H suggests that it might cost up to $1million to bring them all into compliance. Carroll was pleased with the community Interaction at the Parks & Recreation Master Plan public input meeting; several good suggestions were.received. He noted that a pjan is forthcoming which will be approved by the Board and that some significant costs will be discussed. Mayor Carroll recapped the results of the committee meeting concerning traffic on East Maple near City Lumber. The consensus seems to be, as a first step, to install stop signs at the intersection of East Maple and South Royal. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to install stop signs and warning stop ahead signs on East Maple Street at the intersection of South Royal. Motion carried with Moore, Jewell, Mikkelsen, Ivie, Hughey, and Barron voting aye; Marty Graves, and Craig Blackburn abstained. Mayor Carroll said that he had been contacted by Gibson County Habitat for Humanity who has some interest in two lots on North Main that the City currently owns; he wondered if the Board has any objections to selling the property to them at a nominal cost. The City will follow Its usual procedure for selling real property by resolution. There were no objections; Carroll will contact Habitat about the pricing. Department Reports Dyer Fire Chief Brandon Rudd said that there yvere four applicants seeking appointment to the Fire Department: Auston Reynolds, Ashton Reynolds, Jeffrey Davis, and Kerry, Crandall. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to hire and appoint Reynolds, Reynolds, Davis, and Crandall as firefighters. Motion carried with all ayes.  Page 75 The City Recorder said that tax information and notices should be received soon; probably the first two weeks of October. Water & Wastewater Superintendent Randy Gregory said that an infestation of blood worms is causing trouble with wastewater treatment. An additive can help control or eliminate the blood worm (midge fly larva) problem and some has already been purchased; an additional series of treatments will be necessary. Motion made by Tom Mikkelsen,seconded by Fred Ivie to approve up to $2,500.00 for the purchase of treatment from Aquafix or another appropriate vendor. Motion carried with all ayes. Gregory said that because of supply chain issues and shortages, the City is having trouble acquiring brass fittings used in water distribution. In some cases, leads times are as much as 42 weeks. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve up to $2,500.00 for supplies including copper service items. Motion carried with all ayes. Committee Reports Parks and Public Spaces Committee Chair Jennifer Hughey said that she's been checking on paper towel dispensers for the park. Public Works Supervisor Dale Carroll said he met with Chief Lindsey and the bathrooms at the park will be locked at night and opened in the morning. Park Committee Chair Bett Jewell said the park is looking very nice. There has been some discussion about installing a gate at the park to close it at night. The estimate Is $4,150 from Sullivan Fabricating; there will be more discussion about the gate soon. Jewell reiterated that the park is looking very nice and there has been a noticeable improvement. Unfinished Business Alderperson Jewell said that she had spoken to some local churches who might provide funding for the movie licensing so the city might not have to' pay for it. New Business Motion made by Fred Ivie, seconded by Marty Graves to approve up to $3,250 to Crimestar USA for Police Department Records Management Software. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Tom Mikkelsen to adopt Resolution 2022-328, a Resolution Authorizing the Issuance of Interest Bearing Capital Outlay Notes in an Amount not to Exceed $137,000.00. Alderman Mikkelsen asked if ARPA money might be used to fund some of the projects for which these notes are issued; Mayor Carrol said that ARAP money could be used, but that the Board had indicated other uses for ARPA funding. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Tom Mikkelsen to approve up to $ 96,638.00 to Lonnie Cobb Ford for Purchase of 2 Police Vehicles (under State Contract). Motion'carried with ail ayes. Motion made by Fred Ivie, seconded by Bob Moore to approve up to $ 45,595.00 to Lonnie Cobb Ford for Purchase of Street Dept Truck (under State Contract). Motion carried with all ayes Motion made by Marty Graves,seconded by Jennifer Hughey accept the mower bids from J8tB Motors and Hill's Repair Shop as follows: Bid Spec #1 from Hill's Repair Shop for $14,800.00 (Ferris); Bid Spec #2from J&B Motors for $12,358.15 (Bobcat). Motion carried with all ayes. Motion made by Bob Moore, seconded by Craig Blackburn to award the bid to J&B Motors for the purchase of two mowers under Bid Spec #2. Motion failed with Moore, Blackburn voting aye; Jewell, Graves, Barren, Mikkelsen, and Hughey voted no; Alderman Ivie abstained. Motion made by Michael Barren,seconded by Marty Graves to award the bids as follows: Purchase one mower  Page 77 under Bid Spec #1 from Hills Repair for $14,800.00 and purchase one mower from J&B under Bid Spec #2 for $12,358.15.
