Page 71 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,September 12, 2022 at 7:05 PM.Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Marty Graves,Jennifer Hughey,Tom Mikkelsen, Fred Ivie, Craig Blackburn, Bett Jewell, and Michael Barren. The City Attorney was present. Motion made by Jennifer Hughey,seconded by Fred Ivie to approve the minutes of the August 22, 2022 regular meeting. Motion carried with all ayes. Visitors Charlotte Halford of the Gibson County Library Foundation addressed the Board about the ongoing efforts to construct a new library for Gibson County, including their service area of Dyer, Trenton, Bradford, Rutherford, Kenton, and Yorkville. Halford said the existing library is over 50 years old. The 5400 square foot library serves more than 20,000 patrons a year. Library consultants recommend a library of approximately 23,000 square feet. The Foundation is continuing to raise money, but much more money will be needed. Halford is approaching each town in the service area and hoping they will consider a budget appropriation to support the construction of the library. Sara Williams spoke to the Board on behalf of the Dyer Station Celebration Committee asking for clarification on who owns the Georgia Mcllwain Ellis Mini Park. Mayor Carroll said that the land and the gazebo are owned by the City of Dyer. Williams said the Committee Is considering a fundraiser that might involve the mini-park; Mayor Carroll said that the Downtown Committee would be a good place for Dyer Station to plug in and will make certain the Dyer Station Committee knows when the Downtown Committee will next meet. Williams also promoted the October 22, 2022 5k Glow Run and said that plans are already underway for Christmas in our Hometown. Jason McDaniel of City Lumber Company asked the Board if any progress has been made on traffic control in front of his business. Mayor Carroll said that options are still being considered. Some have suggested a stop sign at the intersection of East Maple and South Royal. Chief Lindsey said that a reduction in the speed limit might help, but that most people they had observed were driving within the speed limit; it does seem and feel faster on that short stretch of road. Mayor Carroll said that a committee meeting would be scheduled to discuss traffic calming and that McDaniel would be notified of when the meeting is scheduled. Mayor's Report Mayor Carroll reported that the American Legion had used the VFW for a meeting and will be donating an American flag and stand for placement in the VFW. Carroll also commended the Dyer Fire Department and other city departments and employees for their work in preparing for and presenting the Patriot Day events including the concert by Alex Miller and the wrestling. Carroll said that plans were already underway for an event next year. Carroll reported that two bids had been received on the Broad Street storm sewer repair:,Mesch Sealing and HydraTech. Motion made by Marty Graves,seconded by Bob Moore to accept all bids. Motion carried with all ayes. Motion made by Bob'Moore,seconded by Fred Ivie to award the bid to Mesch Sealing with a project price not to exceed $23,000.00; this will be paid for using ARPA funds. Motion carried with all ayes. Mayor Carroll reported that one bid had been received from Rakk Solid for Bulky Waste Pickup at $1,500.00 per month. Motion made by Marty Graves,seconded by Jennifer Hughey to accept the bid. Motion carried with all ayes. Motion made by Marty Graves, seconded by Bob Moore to award the bid to Rakk Solid for $1,500.00 per month. Motion carried with all ayes. Department Reports Assistant Fire Chief Ryan Shanklin said that Thomas Crandall has resigned from the Fire Department. Motion made by Craig Blackburn,seconded by Fred Ivie to accept Crandall's resignation. Motion carried with all ayes. Chief Shanklin told the Board that about 50% of calls for service to the Fire Department are coming from outside  Page 72 the city limits. The Dyer Fire Department doesn't receive any funding from the County. Shanklin said that there have been meetings with the County and there were hopes for a resolution including a change in first responder protocols and possibly reimbursement for some costs or to first responders for their calls in the county. Nothing has been done. There is a danger of burnout, and the priority for the department should be to serve the taxpayers of the City of Dyer. Shanklin said that first responders intend to stop responding tonight and want the City Board's support in doing so. Chief Shanklin said that the department is working on letters to those who don't currently have a rural fire subscription as well. Motion made by Fred Ivie, seconded by Tom Mikkelsen to support the fire department's position. Motion carried with all ayes. Committee Reports Dyer Police Chief Brad Lindsey said that Sergeant Paschall Is expected back in October. Parks & Public Spaces Chair Jennifer Hughey said that work is still ongoing at the park; the bathrooms will be painted. Hughey also said that replacement paper towei dispensers are needed. Health Committee Chair Marty Graves said that information is begin gathered about additional enforcement options. Alderman Tom Mikkelsen asked If there were a list of individuals for whom codes are not enforced. Mayor Carroll said that Is not true. Park Committee Chair Bett Jewell reported that the committee met earlier in the evening and looked at areas of the park that may need attention. The City Recorder reminded those present that the public input meeting for the Park Master Plan will be September 22 at 6:00 PM. Alderman Ivie asked if the dumpster at the park might be moved since people are using it to dump their own trash. New Business Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve up to $3,600.00 for the purchase of TASERs from Accredited Security. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve up to $8,700.00 to Area Wide Communications for the purchase and installation of lights and equipment on the new first responder vehicle; this will be paid for with ARPA funds. Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes.
