Page 67 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 22, 2022 at 7:04 PM. Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Marty Graves, Jennifer Hughey, Tom Mikkelsen, Fred Ivie, Craig Blackburn, Bett Jewell, and Michael Barron. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the August 8, 2022 regular meeting. Motion carried with all ayes. Visitors Edgar Powell of 114 Elm Street said that he had seen it reported that some "Autistic Children at Play" signs had been installed in a part of town and asked if there might be some installed in his neighborhood. Mayor Carroll said this would be done. Joey Selph of 261 Hull Street asked for signs in his neighborhood as well. Mayor's Report Mayor Carroll reported that the Wisconsin Engines building in the Industrial Park had been sold to a developer, and that he understands that the plan is to clean up inside and out, and to put the building on the market. The hope is that a new industry or enterprise will locate there. Mayor Carroll appointed Aldermen Marty Graves, Tom Mikkelsen, Bob Moore, and Fred Ivie to a Health Committee with Alderman Graves acting as chair; the committee will liaise with code enforcements and communications from the committee will be routed through Chairman Graves. Mayor Carroll appointed Alderpersons Jewell, Ivie, Barron, Hughey, and Blackburn to a Park Committee with Alderperson Jewell acting as chair. The park committee's work will not interfere with the larger work of the Parks & Public Spaces Committee chaired by Alderperson Hughey. Department Reports Fire Chief Brandon Rudd said the Firefighter Jessica Rudd had resigned from the department; she is not displeased, but the press of other responsibilities limits her ability to participate. Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept the resignation. Motion carried with Moore, Graves, Hughey, Mikkelsen, Ivie, Blackburn, and Jewell voting aye; Alderman Barron voted no. Chief Rudd asked the Board to approve the purchase of a battery powered smoke fan. The existing fans are gasoline powered and tend to be difficult to operate; the carburetors get gummed up. The cost is regularly $4,500, but this Is a demo, with like new warranty, and will cost approximately $3,800.00. Motion made by Marty Graves, seconded by Craig Blackburn to approve up to $3,800.00 to purchase the battery powered fan from Rescue 1. Motion carried with all ayes. Chief Rudd said the recently purchased Sutphen pumper will require mounting brackets to mount equipment. Motion made by Jennifer Hughey,seconded by Bob Moore to approve up to $600.00 for the purchase of brackets from Rescue 1. Motion carried with all ayes. Chief Rudd said that Nick Taylor would like to rejoin the fire department; Taylor was previously terminated with a no-rehire provision.,Mayor Carroll said that Taylor explained that he previously had more on his plate than he could handle, but that he now has an 8-5 job and can devote the time; he recognizes that this is basically his last change. Motion made by Craig Blackburn, seconded by Bob Moore to hire and appoint Nick Taylor as a firefighter. Motion carried with all ayes. Motion made by Marty Graves, seconded by Craig Blackburn to sell 1994 Simon Duplex fire engine to Privitt for $2,500.00; the truck will require extensive work to operate. Motion carried with Moore, Graves, Hughey, Mikkelsen, Blackburn, Jewell, and Barron voting aye; Alderman Fred Ivie abstained. Police Chief Brad Lindsey asked that those present keep Sergeant Paschall in their prayers.  Page 68 Public Works Supervisor Dale Carroll asked the board to solicit bids for lawnmowers generally meeting the specifications of Bobcat and Ferris Mowers. Motion made by Michael Barron, seconded by Craig Blackburn to solicit bids. Motion carried with all ayes. Carroll said that the sidewalk at the corner of Front Street and College outside City Hall would need repair; he will rope it off. Carroll also asked that notice be published asking residents to keep limbs 6 feet or shorter. Waster & Wastewater Superintendent Randy Gregory was not present; Mayor Carroll said that Gregory is very pleased with Jay Richardson and Tracy Cole; Cole is preparing for his first test. Committee Reports Parks & Public Spaces Chair Jennifer Hughey said the lights have been installed at the park and the pump is installed and the bathrooms are working. Unfinished Business Alderman Ivie had questions about property on Lee Street. The City Attorney said that a problem home on High Street may be resolved soon. Mayor Carroll reported that work at the Eagle Building is continuing. New Business Motion made by Jennifer Hughey, seconded by Fred Ivie to Approve PO A-5736 to Dye-Namic Paint and Body $4,693.17 for Police Car Repair, this is insurance reimbursable minus the deductible. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Bob Moore to approve PO A-5731 to Rasberry's Service Center for $3,598.90 for Fire Truck Tires; this portion will be reimbursed by Brindlee Mountain. Motion carried with all ayes. Motion made by Bob Moore,seconded by Jennifer Hughey to approve PO A-5747 to Lee's Garage for $1,711.00 for Fire Truck Inspection. Motion carried with all ayes. Alderman Marty Graves asked the board to approve the purchase of chairs for the Fire Department. The department has asked for 200 chairs; after some discussion, motion made by Jennifer Hughey, seconded by Bob Moore to approve the purchase of 100 chairs at a cost not to exceed $3,018.00.
