Page 63 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 8, 2022 at 7:04 PM. Those present were Mayor Ray Carroll, Alderpersons Fred Ivie, Bob Moore, Marty Graves, Michael Barron, Craig Blackburn, Tom Mikkelsen, Jennifer Hughey, and Bett Jewell. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the July 25, 2022 regular meeting. Motion carried with Ivie, Moore, Graves, Barron, Mikkelsen, Hughey, and Jewell voting aye; Craig Blackburn abstained. Visitors Jason McDaniel of City Lumber Company on East Maple Street addressed the Board concerning traffic in front of his store. McDaniel said the excessive speeding endangers his customers and may impact his business. McDaniel advocated for a three-way stop at the intersection of East Maple and South Royal streets. Mayor's Report Mayor Carroll announced that the railroad crossings at Parkview and East College streets would be rehabilitated and made much smoother. This project will be funded through a grant from the Tennessee Department of Transportation. Carroll anticipates another grant to rehabilitate the crossing at East Maple Street. Alderman Blackburn asked how these crossing were selected; the City Recorder said that the process was initiated by TDOT, and that initially only the crossing at Parkview was considered. The City Recorder did not know why TDOT selected that crossing initially. After conversations with TDOT, they agreed to add College and eventually East Maple. Mayor Carroll addressed the Board concerning the best ways to get responsive information from the various city departments. Carroll said this might be especially important during election season. Carroll prepared a memo to aldermen asking them to contact supervisors with questions, especially those that might require assembling information, and if an answer wasn't satisfactory, to contact him. Carroll said there is a chain of command, and , "We need to keep things in order; we need to do things decently and in order." Department Reports. Assistant Fire Chief Ryan Shanklin asked"the board to approve the purchase of the Chevrolet Tahoe as a first responder-vehicie as discussed in committee. Motion made by Bob Moore, seconded by Craig Blackburn to , purchase the Tahoe from Wilson County Motors under the state contract for $39,723.87. This will be paid for with ARPA funds. Motion carried with all ayes. Alderman Barron stressed the need to dispose of equipment and vehicles that are not needed. Motion made by Craig Blackburn, seconded by Michael Barron to declare the 1991 E-one Fire Truck as surplus and to sell it to the Town of Gadsden for $17,001.00. Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to declare the Simon Duplex Fire Truck surplus and to sell it on GovDeais. Motion carried with all ayes. Chief Shanklin said that the scene lights on Engine 1 are currently not all working. The lights have been discontinued and it's not possible to find replacement parts. Replacement scene lights can be purchased for $2,500.00. Motion made by Bob Moore, seconded by Craig Blackburn to purchase new scene lights for Engine 1 for $2,500.00. Motion carried with all ayes. Public Works Supervisor Dale Carroll asked the Board to approve the purchase of the John Deere 5075 Tractor with loader bucket from Tennessee Tractor. Motion made by Fred Ivie, seconded by Jennifer Hughey to purchase the John Deere 5075 from John Deere under the state contract for $53,697.15. This will be paid for with ARPA funds. Motion carried with all ayes. Water & Wastewater Superintendent Randy Gregory was not present, but had asked the board approve up to $2,500.00 to have the bearings re-worked on the East College Street lift station. The cost will likely be much less. Motion made by Tom Mikkelsen, seconded by Fred Ivie to approve up to $2,500.00 for repair of the East College  Page 64 Street lift station. Motion carried with all ayes. Unfinished Business Alderman Blackburn asked about trimming the trees on South Main; Dale Carroll said he would follow up with the County Highway Department, Aiderperson Sett Jewell asked about the status of the park bathrooms; Dale Carroll said the pump arrived last week and they would begin work installing it soon. New Business Motion made by Fred Ivie, seconded by Jennifer Hughey to approve up to $2,270.92 to Area Wide Communications for Police Computer. This is THSO grant reimbursable. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Marty Graves to approve PO A-5720 to Tennessee Tractor for $3,048.20 for Mower Repair. Public Works Supervisor Dale Carroll said this was to remount an engine on a mower; the bolts broke, and ail had to be redrllled, re-tapped. Motion carried with all ayes. The Board discussed what might be done at City Lumber including possibly a speed table. Aiderperson Jewell said something should be done urgently. Motion made by Jennifer Hughey, seconded by Bob Moore to pay the accounts. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Jennifer Hughey to adjourn.
