Page 59 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 25, 2022 at 7:01 PM. Those present were Mayor Ray Carroll, Alderpersons Fred Ivie, Bob Moore, Bett Jewell, Marty Graves, Michael Barron, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the July 11, 2022 regular meeting. Moore, Graves, Barron, Mikkelsen, and Hughey voting aye; Fred Ivie and Bett Jewell abstained. Visitors Philip Pillo of 119 Monroe Street addressed the board asking why the City is not receiving grants as other towns do. Mayor Carroll said that the City receives and has received several grants and asked Mr. Pillo if there were specific grants for which the City might be eligible for which the City has not applied. Mr. Pillo cited no specific grants and Mayor Carroll said he would be glad to speak with anyone about any potential grants. Joey Selph of 261 Hull Street asked If there is a City Ordinance that prohibits living in a recreational vehicle. The City Recorder said that zoning ordinance prohibited more than one primary residence on an R-1 residential lot within the City, and that in some cases, owners renovating a home sometimes move out to or live a temporary facility such as a recreational vehicle. Selph mentioned a specific address at which a trailer has been located for several years; the City Recorder said that code enforcement officers have been In contact with the resident, and that the utilities were recently turned on at the that address for the first time In many years. Mayor's Report Mayor Carroll addressed the Board and those present after a social media post mentioned the quality of the water in Dyer. Mayor Carroll assured everyone that the water in Dyer is well within the standards established by state and federal regulations and commended Water & Wastewater Superintendent Randy Gregory and the department for producing excellent water for which Dyer has received awards. Committee Reports Park Committee Chair Jennifer Hughey said work continues at the park; mulch has been laid down in some areas. Alderman Fred Ivie suggested that an additional light might be needed at the playground. Public Works Supervisor Dale Carroll said he will contact Gibson Electric about placing an additional light to illuminate the playground. New Business Motion made by Bob Moore, seconded by Marty Graves to approve Board Motion 2022-001 concerning compensation for employees funded by ARPA funds. Alderman Mikkelsen objected saying that many others who worked during the pandemic received no additional funds. Alderman Ivie said the City has been concerned about keeping good help, and that Alderman Mikkelsen has In the past been a proponent of adequately compensating staff; Ivie wondered why Alderman Mikkelsen appeared to be changing his position at this point. Alderperson Bett Jewell said that she understood Alderman Mikkelsen's concerns, but also can understand Alderman Ivies position; Jewell said that the compensation structure was discussed extensively in the last several months during finance committee meetings. Mayor Carroll said the compensation plan was a good-will gesture for employees. Motion carried with Ivie, Moore, Jewell, Graves, Barron, and Hughey voting aye; Tom Mikkelsen voted no. Motion made by Bob Moore,seconded by Jennifer Hughey to approve the purchase of a compact excavator from First Choice Lawn and Tractor for $82,774.62 under a Source well Cooperative Purchasing Contract. ARPA funds will be used for this purchase. Alderman Mikkelsen asked how many times the equipment might be used; Public Works Supervisor Dale Carroll said at least 20-25 time per year. Motion carried with Moore, Jewell, Graves, Barron, and Hughey voting aye; Fred Ivie and Tom Mikkelsen abstained. Moton made by Marty Graves, seconded by Jennifer Hughey to adopt Resolution 2022-327, A Resolution to Authorize the Sale of Real Property(Freemont Street). Motion carried with all ayes. Motion made by Marty Graves, seconded by Bob Moore to approve up to $17,000.00 to A2H Engineers and Architects for the Park Master Plan; this will funded using ARPA funds. Alderperson Jewell asked if this is necessary  Page 60 to apply for grants; the City Recorder said it is necessary to apply for LPRF park grants. Motion carried with Moore, Jewell, Graves, Barron, Hughey, and Mikkelsen voting aye; Fred Ivie abstained, Motion made by Jennifer Hughey, seconded by Bob Moore to approve up to 538,000.00 to A2H Engineers and Architects for an ADA Evaluation and Transition Plan; this will be funded using ARPA funds. Alderman Mikkelsen asked about the purpose of the plan. The evaluation will identify areas in City facilities and sidewalks which may not be ADA compliant and suggest a transition plan for compliance as these facilities and sidewalks are improved. It will be especially useful as the City begins sidewalk improvements. Motion carried with Moore, Jewell, Graves, Barron, Hughey, and Mikkelsen voting aye; Fred ivie abstained. Motion made by Michael Barron, seconded by Jennifer Hughey to approve PO A-5701 to Rogers Hydrant Service for $3,154.18 for Hydrant Repair. Water & Wastewater Superintendent Randy Gregory said that as Rogers Hydrant Service flow-tests hydrants each year, they make a note of those hydrants that need repairs. This includes hydrants that are not functioning or are hard to operate; this is an accumulation of 2-3 years of repairs; this does not include any new hydrants, but only repairs to existing hydrants. Motion carried with all ayes. Motion made by Bob Moore, seconded by Jennifer Hughey to approve up to $225,000.00 to Brindlee Mountain Fire Apparatus to purchase a 2006 Sutphen Shield Custom Pumper. The cost will include some minor repairs and improvements to the truck. Motion carried with Moore, Jewell, Barron, Hughey, and Mikkelsen voting aye; Marty Graves votes no; Fred ivie abstained.
