The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 11, 2022 at 7:01 PM.Those
present were Mayor Ray Carroll, Alderpersons Bob Moore, Michael Barron, Cralg Blackburn, Tom Mikkelsen, and
Jennifer Hughey. The City Attorney was present.
Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the June 27, 2022 regular
meeting. Motion carried with all ayes.
Visitors
Joey Selph of 261 Hull Street addressed the board concerning perceived drug activity in his neighborhood and a
lack of police presence. He said police presence had increased following a recent incident, but he returned to a
level he feels is insufficient. Selph says he observes the police activity using his security cameras. Mayor Carroll said
he communicated with Mr. Selph earlier in the day and recommended that he contact Chief Lindsey with his
concerns, and that if his concerns weren't addressed using the regular process, to contact the Mayor or the Board.
Selph also said there was a prohibited animal in his neighborhood; Mayor Carrol! asked Mr. Selph to contact Chief
Lindsey or Sgt. Paschall about the anirnal.

Mayor's Report
Mayor Carroll commended the Dyer Station Celebration Committee who,"did an excellent job this past week."
Carroll said the events were well attended and well organized. He reiterated his thanks to the committee and all
who attended events during Dyer Station Celebration.
Mayor Carroll presented two bids for asphalt repair: One from PRI for S76.50/sq yard, and one from Union City
Paving for $179.00/sq yard. The bit from Union City Paving was not for thermal repair and was non-compliant.
Motion made by Michael Barron, seconded by Craig Blackburn to accept all bids. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Jennifer Hughey to award the bid to PRi for $76.50 per square yard.
Motion carried with all ayes.
Department Reports
Captain Jayson Fernandez of the Dyer Fire Department said the department had suspended Daniel Cupples for
failure to complete required training; Fernandez asked that Cupples be terminated with no rehire for at least two
years. Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to terminate Cupples with no rehire for two
years. Motion carried with all ayes.
The City Recorder reported that Municipal Clerk Ashlee Starkey had attended a property tax relief update seminar
in preparation for the upcoming 2023 property tax season.
Water & Wastewater Superintendent Randy Gregory asked the board to hire Jay Richardson for the water and
sewer department. Mayor Carroll said that the previous employee had returned to his former Job, Motion made by
Craig Blackburn, seconded by Jennifer Hughey to hire Jay Richardson as an Operating Assistant(lA) in the Water &
Wastewater Department. Motion carried with all ayes.
Committee Reports
Parks Committee Chairperson Jennifer Hughey said the park is looking good; she said they are looking forward to
the pump coming in for the restroom. The Board asked that someone check on spraying the playground for grass.
Alderman Barron said the city should consider purchasing some additional playground mulch, perhaps in the
spring.
Old Business
Alderman Tom Mikkelsen expressed some concern about the amount of money spent on the Eagle Community
Center, especially considering that some upgrades of the electrical system were not undertaken or completed.
New Business
Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to adopt Resolution 2022-326, a Resolution

Authorizing the Issuance of Interest Bearing Fire Department Capital Outlay Notes in an Amount not to Exceed
$176,533.00. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Tom Mikkelsen to approve PC A-5682 to Hawkins, Inc for $2,269.14
for Water & Wastewater Chemicals. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Marty Graves to pay the accounts. Motion carried with ail ayes.
Motion made by Jennifer Hughey, seconded by Bob Moore to adjourn. Motion carried with all ayes.
