Page '51 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, June 27, 2022 at 7:14 PM. Those present were Mayor Ray Carroll, Craig Blackburn, Bett Jewell, Bob Moore, Fred Ivie, Tom Mikkelsen, Marty Graves, and Jennifer Hughey. The City Attorney was not present. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the June 13, 2022 regular meeting. Motion carried with Jewell, Moore, Ivie, Mikkelsen, Graves, and Hughey voting aye; Craig Blackburn abstained. Motion made by Fred Ivie, seconded by Bob Moore to approve the minutes of the June 22, 2022 special called meeting. Motion carried with Moore, Ivie, Mikkelsen, Graves, and Hughey voting aye; Bett Jewell and Craig Blackburn abstained. Mayor's Report Mayor Carroll thanked the Dyer Fire Department for their work placing the flags along the roadway for the Dyer Station Celebration. Carroll asked all present to attend as many events as they can including the trivia on Tuesday evening at 6:30, bingo and wrestling at the fire department, the street dance, and the parade on July 4. Mayor Carroll said that most work is complete at the Eagle Community Center; there is still some quarter round needed and possibly some windows replaced or repaired. Carroll noted that Joey Turner with T&T Flooring did his part of the flooring repair at no charge to the city. Mayor Carroll thanked Rutherford Mayor Simpson, Kenton Mayor Jowers, Yorkvllle Mayor Zarecor, Gibson County Mayor WItherspoon, Gibson County Commissioner Reed, the County Fire Committee, the County Fire Chief, and Dyer Chief Brandon Rudd and Assistant Chief Ryan Shanklln for their work on developing a plan for the placement of full-time firefighters and first responders In the area to relieve some of the pressure on the Dyer Fire Department to respond to calls outside the City. The County Commission has funded a trial of full-time responders. Department Reports Street Supervisor Dale Carroll asked the board to replace the part-time parks and maintenance worker with a 24 hour per week worker; Carroll says that he thinks Lavelle Jones, retired from Gibson County Utility District, and currently working for the Gibson Farmer's Co-Op would be a good fit. Motion made by Fred ivie, seconded by Craig Blackburn to hire Lavelle-Jones as a regular part-time parks and maintenance employee. Motion carried with all ayes. ' - ■ Carroll suggested that the Eagle Community Center need quarter round and some replacement windows. The windows will cost between $616 and $656. The board discussed the necessity of Installing new windows, with Alderman Mikkelsen wondering If the City weren't spending more than the building is worth. Carroll said they would pressure wash and paint the building. Motion made by Craig Blackburn, seconded by Fred Ivie to purchase 4 windows (that don't open)for $616.00; motion carried with Blackburn, Jewell, Moore, Ivie, Graves, and Hughey voting aye; Tom Mikkelsen voted no. The City Recorder asked if there were any objections from the Mayor and Board to advertising the sale of 175 Freemont, an empty lot, to the adjacent property owner. There were no objections. Committee Reports Parks Committee Chair Jennifer Hughey said the David Robinson Recreation Park is looking good and ready for the Dyer Station Celebration. The pump for the park restrooms is still not here. The Board discussed the batting cage and what might be done with that area. Motion made by Fred Ivie, seconded by Jennifer Hughey to pass on its second and final reading Ordinance 2022- 274, An Ordinance of the City of Dyer, Tennessee Adopting the Annual Budget and Tax Rate for the Fiscal Year Beginning July 1, 2022 and ending June 30, 2023, Motion carried with ail ayes. Motion made by Fred Ivie, seconded by Bob Moore to pass on its second and final reading Ordinance 2022-275, An Ordinance to Amend the 2021-2022 Annual Budget. Motion carried with all ayes. New Business Motion made by Fred ivie, seconded by Marty Graves to approve PO A-5657 to Hawkins, Inc. for $1,828.30 for Water & Wastewater Chemicals. Motion carried with all ayes. Motion Made by Fred ivie, seconded by Marty Graves to approve PO A-5653 to King Construction for $1,490.00 for Sand for WWTP. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Bob Moore to approve utility account write-offs for audit purposes. Motion carried with all ayes.
