The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, January 9, 2023 at 7:06 PM.
Those present were Mayor Chris Younger, Alderpersons Michael Barron, Tom Mikkelsen, Craig Blackburn, Jennifer
Hughey, Bob Moore, Bett Jewell, Mike Needham, and Marty Graves. The City Attorney was present.
Prior to the meeting, the City Recorder administered the oath of office to recently elected alderpersons.
Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the December 12, 2022
regular meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger nominated Marty Graves to serve as Vice Mayor. Motion made by Michael Barron, seconded by
Jennifer Hughey to confirm Marty Graves as Vice Mayor. Motion carried with Barron, Mikkelsen, Blackburn,
Hughey, Moore, Jewell, and Needham voting aye; Marty Graves abstained.
The City Recorder administered the oath of office to Vice Mayor Graves.
Motion made by Bob Moore, seconded by Craig Blackburn to re-appoint Ryan Shanklin as Assistant Fire Chief.
Motion carried with all ayes.
Mayor Younger said the police department is pursuing a grant that may fund the purchase of two new vehicles.
Mayor Younger announced a Finance, Administration, and Personnel Committee meeting for next Thursday,
January 19, at 6:00 PM.
Mayor Younger provided updates on the on-call procedures; further updates will be forthcoming. The new process
will save as much as $10,000 per year.
Mayor Younger asked the board to confirm his appointment of Raymond E. Carroll to the Industrial Board for a
term ending May 8, 2028. Motion made by Marty Graves, seconded by Craig Blackburn to confirm the
appointment. Motion carried with all ayes.
Department Reports
The City Recorder reminded elected officials to complete their statements of interest by the end of January.
Committee Reports
Mayor Younger handed out a sheet with the new committee assignments.
New Business
Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve up to $3,435.00 to Lee's Garage for
Lettering, Striping, and a Charger with Auto Eject for the new first responder vehicle (which is projected to be
delivered in the next few weeks). Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to pay the accounts. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Bob Moore to adjourn. Motion carried with all ayes.
