The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, December 12, 2022 at 7:02 PM.
Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Bett Jewell, Craig Blackburn, Tom Mikkelsen, and
Jennifer Hughey. The City Attorney was present. . , .
Motion made by Jennifer Hughey,seconded by Bob Moore to approve the minutes of the November 14, 2022
regular meeting. Motion carried with Moore, Jewell, Mikkelsen, and Hughey voting aye; Craig Blackburn abstained.
Mayor's Report
This Is projected to be Mayor Carroll's final meeting as Mayor. Mayor Carroll commended several individuals. He
thanked the City Recorder for his assistance and knowledge. He expressed his erijoyment working with the City
Council. He commended employees,supervisors, arid part-time employees. He thanked the CityAttorney for his"
work. Finally, he thanked Logan Watson of the Tri-City Reporter for his coverage.
Alderman Fred ivie arrived at 7:04 PM. . '
Mayor Carroll reminded those present of the Christmas Party to be held this Friday at 6:00 PM.
Mayor Carroil made several appointments; he said he had spoken with Mayor-Elect Younger about each of them.
To the industrial board for a term to expire May 8, 2028: Keith Siler and Tom Lannom;to the industrial board for to
fill an unexpired term ending May 8, 2026: Allison Little and David McEwen;to the industrial board to fill unexpired
terms ending May 8, 2024: Dee Daughtery and Kenny Marvin. Mayor Carroll also appointed Dee Daughtery to the
Park Committee. Motion made by Bett Jewell, seconded by Tom Mikkelsen to confirm Mayor Carroll's
appointments to the industrial board; motion carried with ail ayes.
Mayor Carroll said the Dyer Goodwill boxes would be packed on Sunday at 1:00 PM and any help would be
appreciated.
Department Reports
Assistant Fire Chief Ryan Shankiin said Tom Crandali and Parker Crandali had resigned frorn the Fire Department: ^ -
Motion made by Bob Moore,seconded'by Jennifer Hughey to accept the two Crandali resignations. Motion carried
with all ayes.
Motion made by Tom Mikkelsen, seconded by Bob Moore to approve the agreement with Gibson County for
payment of out of town medical calls by Dyer First Responders. Motion carried with ail ayes.
Chief Shankiin presented a reimbursement plan for those taking the first responder course. A payroll deduction of
$100 per month for each participant will cover the cost of the classes up to $426.51. After the first responders
have passed the class, become licensed, and served successfully for 6 months, the $426.51 will be returned to
them. Motion made by Craig Blackburn,seconded by Jennifer Hughey to approve the plan. Motion carried with all
ayes.
Street Supervisor Dale Carroll expressed his thanks to the Dyer Fire Department for assisting with traffic control on
North Main while a leak was repaired.
New Business
Motion made by Bob Moore,seconded by Jennifer Hughey to adopt Resolution 2022-331 Approving Participation
in the RE Partners Property Conservation Grant Program. Motion carried with all ayes.
Motion made by Bob Moore,seconded by Tom Mikkelsen to approve PO A-5867 to Lee's Garage for $3,340.00 for
Annual Service & Pump Tests on Fire Apparatus. Motion carried with ail ayes.
Motion made by Craig Blackburn,seconded by Jennifer Hughey to approve PO A-S887 to Hawkins inc for $1,586.46

for Water & Wastewater Chemicals. Motion carried with all ayes.
Motion made by Cralg Blackburn, seconded by Jennifer Hughey to approve Christmas Bonuses as budgeted.
Motion carried with all ayes.
Motion made by Bob Moore,seconded by Fred Ivie to approve PO A-5901 to Area Wide Communications for
$2,258.18 for Computer Equipment(Reimbursed under THSO Grant). Motion carried with all ayes.
Motion made by Cralg Blackburn, seconded by Jennifer Hughey to approve an additional $127.00 on PO A-S448 to
TN Fire Equipment.(Originally approved 11/22/21 for $2400.00; Invoice Total is $2,527.00 due to Shipping).
Motion carried with all ayes.
Motion made by Craig Blackburn,seconded by Jennifer Hughey to approve the appraisal of the property on East
Maple Street in preparation for a possible sale. Motion carried with Moore,Jewell, Blackburn, Mikkelsen, and
Hughey voting aye; Fred Ivie abstained.
Motion made by Jennifer Hughey,seconded by Bob Moore to cancel the December 26,2022 regular meeting.
Motion carried with all ayes.
