Page 47 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,June 12, 2023, at 7:03 PM. Those present were Mayor Chris Younger, Alderpersons Michael Barren, Jennifer Hughey, Mike Needham, Bett Jewell, and Marty Graves. The City Attorney was present. Motion made by Michael Barren, seconded by Jennifer Hughey to approve the minutes of the May 22, 2023, regular meeting. Motion carried with all ayes. Department Reports [ _ Street Supervisor Dale Carroll said that'the water fountain he had initially selected and for which he had received a quote has been discontinued. The cost of a water fountain that is available will be approximately $3,000 to $4,000. Mayor Younger asked if the Board would approve the purchase of a water fountain. Motion made by Marty Graves, seconded by Michael Barron to approve up to $4,000.00 for the purchase of a water fountain. The City Recorder reported that Weil #6 had been inspected and emergency repairs were needed to bring the well back into service. This is the best well currently in use. Motion made by Marty Graves, seconded by Jennifer Hughey to approve up to $19,761.95 to Wilson Weil to repair Weil #6 on an emergency basis. Motion carried with all ayes. Committee Reports Mayor Younger reminded board members there will be a finance committee meeting following the board meeting. Younger said that from tonight, going forward, he(Mayor Younger) will chair the Fire and First Responder Committee with Alderman Blackburn remaining on the committee. Dale Carroll reported that Greg Hinson ("Eyeball") will be providing some photos of solid and two-tone metal siding for the Eagle Community Center. Alderman Craig Blackburn arrived at 7:17 PM. New Business Motion made by Michael Barron, seconded by Mike Needham to pass on its first reading Ordinance 2023-278, an Ordinance to Set the Refuse and Disposal Rates. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to pass on its first reading Ordinance 2023-279, an Ordinance to Amend the 2022-2023 Annual Budget. Motion carried with ail ayes. Motion made by Michael Barron, seconded by Marty Graves to pass on Its first reading Ordinance 2023-280, an Ordinance to Adopt the 2023-2024 Annual Budget and Levy Property Tax. Motion carried with ail ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to maintain the existing water and sewer rates pursuant to ordinance 2022-273. Mayor Younger asked the City Recorder to explain the effect of the vote. The City Recorder said that if the board members voted in the affirmative, the water rate would not change for the upcoming fiscal year (2023-2024). Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to adopt Resolution 2023-335, a Resolution Authorizing the Sale of Real Property (the Dyer Station Building / Presbyterian Manse). Motion carried with all ayes. Mayor Younger addressed Sara Williams, representing Dyer Station Celebration, who was sitting in the gallery. Younger said that Dyer Station Celebrations events next year will mark the 40"^ anniversary, and invited Dyer Station to meet with the City to see how the City can support the celebration.  Page 48 Motion made by Michael Barron, seconded by Jennifer Hughey to pay the accounts.
