The City of Dyer Board of Mayor and Alderpersons met In regular session, Monday, July 24, 2023, at 7:14 PM.
Those present were Mayor Chris Younger, Alderpersons Tom Mikkelsen, Bob Moore, Mike Needham, Jennifer
Hughey, Marty Graves, Craig Blackburn, Bett Jewell, and Michael Barron. The City Attorney was not present.
u Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the June 26, 2023, regular
meeting. Motion carried with all ayes.
Requests to Address the Board
Motion made by Bett Jeweil, seconded by Jennifer Hughey to permit Tamra Collins Roach to address the board as
she had not previously registered to speak. Motion carried with Moore, Needham, Hughey, Graves, Blackburn, and
Jewell voting aye; Tom Mikkelsen and Michael Barron voted no.
Tamra Collins-Roach addressed the board concerning property she has purchased on Sand Road. She wishes to
have water and sewer service extended to that property. Mayor Younger said an estimate had indicated the cost
might be significant to extend water, and sewer even more expensive. There was previously water that may have
crossed the property. Motion made by Marty Grave, seconded by Michael Barron to refer the discussion to
committee. Motion carried with all ayes. The committee will meet on Thursday, July 27, 2023 at 6:00 PM.
Mayor's Report
Mayor Younger said that he'd spent some time with Jay Richardson this week; Younger commended Richardson for
his work at the water department. He's going to be checking with Tracy in the next few weeks.
Mayor Younger thanked the fire department, police, and first responders who assisted in searching for the juvenile
who had gone missing; they quickly got the search started and the juvenile was located quickly.
Department Reports
Motion made by Craig Blackburn, seconded by Tom Mikkelsen to adjust Tracy Cole's compensation to the
u appropriate level following his certification as a Grade III Wastewater Operator, effective for payrolls issued after
July 24, 2023. Motion carried with all ayes.
Committee Reports
Street Comrnittee Chair Marty Graves said that Street Department Supervisor Dale Carroll wants to hire a young
man for his department; the individual is currently working a seasonal positiori. Dale Carroll reported that the
young man would work up to 32 hours per week. Motion made by Marty Graves, seconded by Jennifer Hughey to
refer th'erequestto.cbmm'ittee. Motion carried with all ayes. ■ '5.-
Park Committee Chair Bett Jewell said that the committee met the previous Thursday and walked over the park
properties. The committee hoped work can begin on the ballfields, some work can be done on fencing, and
volleyball nets can be erected. There was discussion about moving forward with a disc golf course. The committee
also visited the Eagle Community Cetner and there was some discussion about painting the building so it's a bit
more finished and looks a bit better.
New Business
Motion made by Michael Barron, seconded by Bob Moore to approve $4,736.13 to Davidson's Grant Writing for
Grant Writing Fee (2022 AFG Grant,5% of total grant award). Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve up to $10,778.00 to MES For Qty 2
Super Vacuum Fans (AFG Grant - Sourceweil RFP #040220). Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Michael Barron to approve PO A-6140 to Zoll Medical Corporation
for $23,257.90 for AutoPulse NXT and Batteries(AFG Grant-Sole Source Purchase). Motion carried with ail ayes.

(AFG Grant - Sourcewell RFP #040220). Motion carried with all ayes.
Motion made by Marty Graves, seconded by Cralg Blackburn to approve $5,300.00 to MES for Qty 2 Thermal
Imaging Camera (AFG Grant - Sourcewell RFP #040220). Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve $12,540 to MES for Qty 12 Large
Diameter Hose Segment(AFG Grant - Sourcewell RFP #040220). Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Craig Blackburn to approve $3,518 to MES for Qty 2 Battery
Powered Saw (AFG Grant - Sourcewell RFP #040220), Motion carried with all ayes.
Motion made by Michael Barron, seconded by Jennifer Hughey to approve up to $3,000.00 to purchase paint and
supplies for the Eagle Community Center. Motion carried with all ayes.
Motion made by Marty Graves, seconded by Craig Blackburn to approve PO A-6166 to Hawkins, inc. for $1,627.38
for Water Chemicals. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Bob Moore to declare surplus and approve the sale on GovDeals of
23 Fire Pagers and 7 Fire Pager Chargers. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to declare surplus and approve the donation of 12
face masks, 7 helmets,6 PRE coats,8 PRE pants, and 1 thermal imaging camera to an approved fire department.
Motion carried with all ayes.
Motion made by Marty Graves, seconded by Craig Blackburn to pay the accounts. Motion carried with all ayes.
