Page 59 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 14, 2023, at 7:02 PM. Those present were Mayor Chris Younger, Alderpersons Mike Needham, Bob Moore, Craig Blackburn, Tom Mikkelsen, and Michael Barron. The City Attorney was present. Motion made by Craig Blackburn, seconded by Michael Barron to approve the minutes of the July 24, 2023, regular meeting. Motion carried with all ayes. Requests to Address the Board Tom Lannom, Chairman of the Dyer Industrial Board, informed the board that Titan Ag has purchased the "spec building" in the industrial park, Lannom said the Industrial Board is working to update the signage at the entrance to the park. Lannom also asked the board to consider acting as the applicant for a Tourism Enhancement Grant the Industrial Board wants to pursue. The grant is a 30% match, with a total cost up to $100,000. The Industrial Board may apply for a grant to construct an outdoor event space on industrial board property on the corner of College and Main. It could be used for outdoor performances, Dyer Station events, and other events. The facility would include a stage, some sound equipment, bathrooms, and perhaps fans. If the City wanted to contribute to the matching funds, it would be more than welcome. The building would resemble the Dyer Depot. Alderman Marty Graves arrived at 7:06 PM. Mayor's Report Mayor Younger commended the members of the Public Works, Water, and Sewer Departments who worked long hours over the weekend repairing two different sewer problems. Mayor Younger also said we may need to do a better job letting people know about the monthly bulk pickup. Department Reports Assistant Fire Chief Ryan Shanklin said the Fire Department has several events coming up, including wrestling this coming weekend and Patriot Day on September 16. The Fire Department is seeking sponsors and asked if the City might consider it. Motion made by Bob Moore, seconded by Craig Blackburn to provide up to $500 for Patriot Day; motion carried with all ayes. Committee Reports Mayor Younger said the Finance Committee will probably meet in the latter part of September to review city finances. He also said that the Street Department would still like to hire a part-time employee; the individual who was discussed in the Finance, Administration, and Personnel Committee has taken a Job elsewhere. Mayor Younger said he would still like to hire a 24 hour per week employee. Mayor Younger said that Alderman Needham is doing good work to prepare for Trunk or Treat. New Business Motin made by Michael Barron, seconded by Tom Mikkelsen to approve up to $5,785.00 to USA Bluebook for the purchase of a microscope. Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to approve applying for a tourism enhancement grant as a pass-through for the Dyer Industrial Board. Motion carried with all ayes.
