Page 63 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 28, 2023, at 7:04 PM. Those present were Mayor Chris Younger, Alderpersons Bett Jewell, Jennifer Hughey, Mike Needham, Bob Moore, Cralg Blackburn, Tom Mikkeisen, Marty Graves, and Michael Barren. The City Attorney was not present. Motion made by Jennifer Hughey, seconded by Michael Barron to approve the minutes of the July 24, 2023, regular meeting. Motion carried with Needham, Moore, Blackburn, Hughey, Mikkeisen, Graves, and Barron voting aye; Bett Jewell abstained. Requests to Address the Board Joey Selph had requested to address the board. He was not present. Mayor's Report Mayor Younger said the Meais-on-Wheels car is not current being used; he asked if the car might be returned to J&B Motors, who originally donated the car. There were no objections. The Board will consider declaring surplus and disposing of the vehicle at the next meeting. Mayor Younger said the Board will consider under New Business repairs to a bridge at Scktered Acres Drive. The bottom is eroding and support for the road is degrading. Lynn Poynor looked at It and thinks it may be done for less than $3,000.00. Mayor Younger asked those present to drive down North Royal Street where the concrete bridge is located; he hopes the drains can be re-opened. Winter weather will continue to degrade the roadway. Department Reports Street Department Supervisor Dale Carroll said that he and Lynn Poynor looked at the Scattered Acres Bridge and that concrete will have to pumped in. The City Recorder said that a limited number of applications had been received'forjhe Water 8c Sewer Position. The job will be posted on the state website for additional exposure. Jay Richards from the Water 8i Sewer Department said there Is nothing to report now, but thanked the Board for its support on recent initiatives. Mayor Younger said that they are considering a building at the Wastewater Treatment Plant that may house the skid-steer loader and other equipment. Currently, at the back of the existing building. They are investigating costs. Committee Reports Mayor Younger commended Hunter Carson for his work on landscaping, etc at the Fire Department. Unfinished Business Alderperson Bett Jewell asked about enforcement of ordinances regulating trash cans and blowing grass in the street. Assistant Chief Wilkins said that officers encourage compliance from residents when they encounter them. New Business Motion made by Marty Graves, seconded by Tom Mikkeisen to approve up to $2,000.00 to replace the flow meter at the Wastewater Treatment Plant. Motion carried with all ayes. Motin made by Craig Blackburn, seconded by Jennifer Hughey to approve PO A-6209 to Area Wide Communications for $7,055.16 for Mobile Radios(AFG Grant - SWC 423). Motion carried with all ayes. Motion made by Bob Moore, seconded by Craig Blackburn to approve PO A-6214 to Area Wide Communications for $1,626.17 for In Vehicle Chargers(AFG Grant). Motion carried with ail ayes. Page 64 Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve an additional $47.95 on PO A-6179 to MES for total $5,347,95 (shipping). Motion carried with all ayes. Motion made by Marty Graves, seconded by Tom Mikkelsen to approve an additional $114.49 on PO A-6181 to MES for total $3,632.49 (shipping). Motion carried with all ayes. Motoin made by Jennifer Hughey, seconded by Bob Moore to approve and additional $22.13 on PO A-6195 to MES for total $382.13 (shipping). Motion carried with all ayes.. Motion made by Marty Graves, seconded by Mike Needham to declare surplus and approve disposal of assorted traffic light parts currently stored at the City Garage. Motion carried with all ayes. Motion made by Marty Graves, seconded by Jennifer Hughey to declare surplus and approve the sale of certain equipment, including 2003 Ford F550(needs motor). Woods Finishing Mower 6 ft, 2355 John Deere Tractor, EZ Go Workhorse Cart, John Deere 5055D 455 hours. Motion carried with all ayes. Motion made by Marty Graves, seconded by Tom Mikkelsen to approve the emergency repair of a bridge at Scattered Acres Drive by Poynor Concrete at a cost not to exceed $3,500.00. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes.
