Page 75 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, October 9, 2023, at 7:15 PM. Those present were Mayor Chris Younger, Alderpersons Mike Needham, Michael Barron, Marty Graves, Jennifer Hughey, Bob Moore, and Bett Jewell. The City Attorney was not present. Motion made by Jennifer Hughey, seconded by Marty Graves to approve the minutes of the September 25, 2023 regular meeting. Motion carried Barron, Hughey, Moore, Jewell, Needham, and Graves voting aye; Tom Mikkelsen abstained. Mayor's Report Mayor Younger said that planning was going well for the Trunk or Treat and asked the board to approve money for the purchase of candy. Motion made by Michael Barron, seconded by Jennifer Hughey to approve up to $2,000.00 for the purchase of candy for Trunk or Treat. Motion carried with all ayes. Aiderman Craig Blackburn arrived at 7:17 PM. Motion made by Michael Barron, seconded by Jennifer Hughey to approve $1,500.00 to pay the band Four Wheel Drive for the Bicentennial Street Dance. Mayor Younger said that some sponsors would help offset that cost. Motion carried with all ayes. Mayor Younger reported that one bid had been received for the pond construction at David Robinson Recreation Park. Branson Trackhoe bid $24,000.00. Motion made by Michael Barron, seconded by Craig Blackburn t o accept the bid. Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to award the pond bid to Branson Trackhoe for $24,000.00. Motion carried with all ayes. Department Reports The City Recorder reported that tax notices should be mailed in the next few weeks; he encouraged those present to continue spreading the word about tax relief. The City Recorder also reported that the City had begun a "positive pay" system by which each day all payments scheduled to clear the bank are reviewed before being authorized to pay. This is in response to new requirements from the City's bank due to incidents of check washing and other types of fraud. The City Recorder said that the City has not been targeted, but the bank encouraged the City t o participate. Committee Reports Mayor Younger presented a text message from Tim McGarity resigning from the Dyer Police Department. Motion made by Marty Graves, seconded by Jennifer Hughey to accept McGarity's resignation effective immediately. Motion carried with all ayes. Motion made by Marty Graves, seconded by Michael Barron to hire and appoint Addie Rushing as a full-time police officer and code enforcement officer. Motion carried with all ayes. Mayor Younger reported that he, Aiderman Needham, the City Recorder, and other had painted at the Eagle Community Center. The Street Department will return to cut in and fill-in some larger cracks and holes in the building so they can be painted over. Mayor Younger reported that the Street Department had constructed benches to place around the track at the David Robinson Recreation Park; these benches will provide a place for people to rest while walking, or to simply enjoy the park. Unfinished Business Aiderman Tom Mikkelsen said that a resident had a plugged sewer line and the City was unable to use the sewer machine because a hose has to be replaced and has not been installed. Mikkelsen said that the City might reimburse the resident for having another contractor clean out the line. Motion made by Marty Graves, seconded by Craig Blackburn to reimburse the resident $75.00 for having the sewer line cleaned out. Motion carried with all  Page 76 ayes. Mayor Younger said that the auditors had been contacted and they will meet with the Board when the audit report is issued. New Business Motion made by Michael Barron, seconded by Jennifer Hughey to approve up to $3,800 to Poynor Concrete for repair of the concrete sidewalk behind the Georgia McIlwain Ellis Mini-Park on Front Street (this replaces the previously approved $3,500.00 for the same work). Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve PO A-6249 to Higdon Electric for $2,000.00 to Repair Run-Time Control Board at Industrial Park Pumping Station (Emergency Purchase). Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to approve the lease and the form of lease for the VFW to Gibson County EMS. Motion carried with all ayes. Motion made by Marty Graves, seconded by Michael Barron to approve the updated Facility Use Police which changes the rental rates for the Eagle Community Center. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve PO A-6265 to G&C Supply for $1,200.00 for pressure relief valves for forced mains (for stock). Motion carried with all ayes. Motion made by Michael Barron, seconded by Tom Mikkelsen to approve up to $3,000.00 to Dynamic Distribution for the Purchase of 9 Latitude Pro Disc Golf Targets. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughe to approve up to $7,238 to Higdon Electric for the installation of a variable speed drive device on one water well Motion carried with all ayes.
