Page 83 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 13, 2023, at 7:04 PM.Those present vjere Mayor Chris Younger, Alderpersons Bob Moore, Craig Blackburn, Mike Needham,Tom MIkkelsen, Jennifer Hughey, Michael Barron, and Bett Jewell. The City Attorney was present. Motion made by Michael Barron, seconded by Bob Moore to approve the minutes of the October 23, 2023 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger thanked everyone who helped and attended the Trunk or Treat on October 31. Several businesses participated and helped rnake the event one of the largest in several years. Mayor Younger reminded the Board about the upcoming Business After Hours / Open House as part of the Dyer Station Cdebration Christmas in Our Hometown. He encouraged board members to attend and to help by bringing snacks and finger foods. Mayor Younger also reminded those present about the City Christmas Party on December 8. Mayor Younger presented the bids for the South Main Sidewalk project. One bid was received from Pynor Concrete for $14,375.00. Younger explained that a pre-bid meeting was held prior to the bid-date and contractors were required to be present so everyone was on the same page. Motion made by Craig Blackburn, seconded by Bob Moore to accept the bid from Poynor Concrete. Motion carried with ail ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to award the South Main Sidewalk Project bid to Poynor Concrete for $14,375.00. Motion carried with ail ayes. Department Reports Street Department Supervisor Dale Carroll said they have begun leaf collection for the year. Christmas lights will be going up Wednesday (with help from Gibson Electric); a few clear bulbs will have to be purchased, but they will be ready by Wednesday. Committee Reports Park Committee Chair Bett Jewell said several projects are in process at the park, but there are no major new developments to report. New Business Motion made by Jennifer Hughey, seconded by Michael Barron to adopt Resolution 2023-338, a resolution authorizing application for a USDA Community Facilities Grant. Motion carried with ail ayes. Motion made by Michael Barron, seconded by Tom Mikkelsen to approve an additional $201.29 on PO A-5978 to MES for total $19,739.29 (to cover shipping). Motion carried with aii ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve an additional $25.01 on PO A-6249 to Higdon Electric for total $2,025.01 (Repair Control Board at Industrial Park Pumping Station). Motion carried with all ayes. Motion made by Michael Barron, seconded by Tom Mikkelsen to approve $2,565.00 to Safe Industries for SCBA Flow & Fit Testing for the Fire Department. Motion carried with ail ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve hiring Richard Davis as the regular part- time street department employee at $12.50 per hour up to 3 days per week. Motion carried with ail ayes. Motion made by Tom Mikkelsen, seconded by Craig Blackburn to approve hiring Steve Webb as a regular full-time police officer at the patrolman pay rate with investigator differential. Motion carried with all ayes. Page 84 Motion made by Michael Barren, seconded by Jennifer Hughey to approve an additional $268.60 on PO A-6279 to Alford's Tire for Backhoe Tires for total $2,358.60(Additional Fees Not Originally Included). Motion carried with all ayes. Motion made by Michael Barren, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes.
