Page 87 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 27, 2023, at 7:04 PM.Those present were Mayor Chris Younger, Alderpersons Michael Barren, Tom MIkkelsen, Jennifer Hughey, Mike Needham, Marty Graves, and Bett Jewell. The City Attorney was not present. Motion made by Michael Barren, seconded by Jennifer Hughey to approve the minutes of the November 13, 2023 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger asked Board Members to contribute food and time, if possible, to the City Hall Open House this Thursday. He reminded them about the upcoming Christmas Parade on Saturday, and asked them to let City Hall know if they planned to ride. The City has candy for the parade. Mayor Younger reminded the Board and staff present about the Christmas Party to be held on December 8. Mayor Younger announced that John Hathorn has decided to retire from the Dyer Fire Department. Hathorn joined the department in 1991. Motion made by Michael Barron, seconded by Tom Mikkelsen to accept Hathorn's retirement. Motion carried with all ayes. Mayor Younger read a card from the Hornbeak Fire Department thanking the City of Dyer for the donation of extricationequlprhent:"' ■- Department Reports Dyer Fire Chjef Brandon Rudd said he recommended hiring Tiffany Needham and Patrick Miksa; neither are certified, but they will be trained. Motion made Jennifer Hughey, seconded by Tom MIkkelsen to hire and appoint Patrick Miksa and Tiffany Needham (excepting Needham from the nepotism policy since there are no other qualified applicants) as firefighters. There was some discussion about whether they should join the department before the first of the year. Motion made by Marty Graves, seconded by Tom Mikkelsen to amend the motion to hire and appoint by specifying that Needham and Miksa will not receive the 2023 Christmas bonus. Motion to amend carried with Barron, Mikkelsen, Hughey, Graves, and Jewell voting aye; Mike Needham abstained, the motion, as amended, to hire and appoint Patrick Miksa and Tiffany Needham as firefighters (excepting Needham from the nepotism policy since there are no other qualified applicants), and excepting both from the 2023 bonus schedule carried with Barron, Mikkelsen, Hughey, Graves, and Jewell voting aye; Mike Needham abstained. ' Committee Reports Mayor Younger clarified that as part of the upcoming sidewalk project on South Main Street, the contractor will remove the sidewalk and dispose of it; he had stated previously that City personnel would remove the sidewalk. The City Recorder said that work on the LPRF Park Grant is continuing; Mayor Younger has completed the required pre-contract training and the grant administrator Is working on the required environmental reviews. New Business Motion made by Michael Barron, seconded by Tom Mikkelsen to approve $4,775.00 to Crockett Drain Solutions for Additional Drainage Pipe at the Park, of which the City will receive a $1,175.00 at contract end from the contractor. Motion carried with all ayes. Motion made by Michael Barron, seconded by Tom Mikkelsen to approve 2023 Christmas Bonuses as budgeted. Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Michael Barron to approve procurement / bidding of a side-by-slde for the Fire Department. Asst. Chief Shanklin clarified that this would be funded through a bequest from the Rushing Estate and that no tax dollars would be used. Motion carried with all ayes. Motion made by Marty Graves, seconded by Michael Barron to approve $6,300.00 to Cooper Firearms for Qty 7 Page 88 Glock 45 & Qty 7 Green Dot Optics. Asst. Chief Wilkins clarified that this would be paid for with Drug funds and no tax dollars would be used. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to approve $1,925.00 to Cooper Firearms for Qty 7 Weapon Lights(100%THSO Reimbursable). Motion carried with all ayes. Motion made by Michael Barren seconded by Tom Mikkelsen to approve $7,090.00 to MTECH Inc for UTV Fire Skid / Foam Unit(2021AFG Grant). Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Michael Barren to approve PO A-6292 to Hawkins, Inc. for $1,811,88 for Wastewater Chemicals. Motion carried with all ayes. Motion made by Michael Barren, seconded by Tom Mikkelsen to pay the accounts. Motion carried with all ayes. Motion made by Michael Barren, seconded by Marty Graves to adjourn.
