Page 2024-17 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 11, 2024, at 7:14 PM. Those present were Mayor Chris Younger, Alderpersons Michael Barron, Craig Blackburn, Jennifer Hughey, Mike Needham, Marty Graves, and Bett Jewell. The City Attorney was present. Motion made by Michael Barron, seconded by Mike Needham to approve the minutes of the February 12, 2024, regular meeting. Motion carried with Barron, Hughey, Needham, Graves, and Jewell voting aye; Craig Blackburn abstained. Mayor's Report Mayor Younger said that one bid for valve insertions had been received from G&C Supply. Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept the bid. Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to award the valve insertion bid (for 2 valve insertions) to G&C Supply for $14,400.00. Motion carried with all ayes. Mayor Younger asked the board to allow removal of a tree at the park. The tree is in the middle of the north side of the pond and was struck by the tornado several years ago. There was hope that it would recover, but it has not, and Mayor Younger is concerned it might fall and create a hazard. There will be no cost to the city. Motion made by Marty Graves, seconded by Jennifer Hughey t o approve removal of the tree. Motion carried with Blackburn, Hughey, Needham, Graves, and Jewell voting aye; Michael Barron voted no. Mayor Younger said that under the authority granted him by Charter, he had employed a regular part-time police officer t o help fill gaps in the schedule, as we have a handful of full-time officers who will be out or on modified duty, and our part-time officers haven't been able to work as much. Department Reports The City Recorder repdrts thatMelinquent property taxes would be submitted for collection soon after March 15. Committee Reports On recommendation from the Fire / First Responder Committee, several applicants were appointed and hired as firefighters. Motion made by Michael Barron, seconded by Jennifer Hughey t o hire and appoint Jayson Fernandez as a firefighter. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Michael Barron to hire and appoint Tim Hatch as a firefighter. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to hire and appoint Chandler Kosark as a firefighter. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to hire and appoint Jonathan Brown as a firefighter. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to elect George Fisher as Assistant Fire Chief pursuant to Dyer Municipal Code Title 20, Chapter 2, Section 20-212. Motion carried with all ayes. Mayor Younger said the pre-bid meeting for the additional South Main sidewalk project will be on Thursday. Park Committee Chair Bett Jewell asked for a park committee meeting. New Business Motion made by Michael Barron, seconded by Jennifer Hughey to approve $3,300.00 t o Rogers Hydrant Service for Replacement of Hydrant at Ashley & Main. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve $4,758.11 to G&C Supply for Fire Hydrant and Parts for Replacement of Hydrant at Ashley & Main. Motion carried with all ayes. Page 2024-18 Motion made by Michael Barron, seconded by Marty Graves to pass on its first reading Ordinance 2024-280, an Ordinance to 682 North Main from R-l to B-l. The public hearing for this rezoning was held on March 11, 2024, prior to the board meeting. Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to approve $7,475.00 to Strahl LLC for Purchase of Pan/Tilt Anaconda Sewer/Pipe Camera. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve PO A-6396 to Jones Sales Co for $1,305.00 for Polymer for WWTP. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve PO A-6405 to Zoll Medical Corp for $1,276.17 AutoPulse Bands. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Marty Graves to approve PO A-6409 to Hawkins, Inc. for $1,730.37 for Water Dept Chemicals. Motion made by Marty Graves, seconded by Craig Blackburn t o approve up to $2,500.00 for 3 loads of gravel for the pond walking path. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Marty Graves to pay the accounts. Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to adjourn.
