Page 2024-11 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 12, 2024, at 7:14 PM. Those present were Mayor Chris Younger, Alderpersons Jennifer Hughey, Mike Needham, Michael Barron, Marty Graves, and Bett Jewell. The City Attorney was present. Motion made by Michael Barron, seconded by Mike Needham to approve the minutes of the January 22, 2024, regular meeting. Motion carried with all ayes. Mayor’s Report Mayor Younger thanked the members of the fire department and police departm ent for their service to our community saying that their monetary compensation would never be enough for the service and dedication they provide to the Dyer community. Younger said he had received resignations from Ryan Shanklin, Ashton Reynolds, Austin Reynolds, and Spencer Morris. Motion made by Michael Barron, seconde d by Marty Graves to accept the resignations of Shanklin, Reynolds, Reynolds, and Morris. Motion carried with all ayes. Mayor Younger said the fire hydrant removal at the corner of Maple and Main will be delayed until two valves can be inserted, for which bids are being solicited. This will also allow the hydrant to be moved and replaced at the corner of Ashley and Main. Mayor Younger provided an update on the North Main sewer repair. The one bid received was far over budget, and Younger met with staff members to determine if there were other options. The Street and Water departments borrowed a camera from Newbern and after some investigation, were able to unblock the area that had been causing trouble. At the moment, the line is flowing as it should. Mayor Younger said that if possible in a future grant a manhole may be placed along the line to facilitate other maintenance as needed. Committee Reports The Finance, Administration, and Personnel Committee will meet on Tuesday evening at 6:00 PM. The City Recorder reported that the downtown committee has been meeting on the Tennessee Downtowns program application. They have also discussed community funded memorial / honorary benches for various locations downtown. Unfinished Business Alderperson Jewell reminded the Board that Dyer Station Celebration will be holding their 40" annual events this coming year and they'll be coming to ask for help from the City. New Business Motin made by Michael Barron, seconded by Jennifer Hughey to approve the Participating Addendum to NASPO Master Agreement #00318 for Purchase of EF Johnson Equipment (Kenwood) for the 2021 AFG Grant. Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to approve up to $11,367.04 to Area Wide Communications for EF Johnson Kairos DMR VHF Base Station / Repeater & Installatio n Under NASPO Master Agreement #00318 (2021 AFG Grant). Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve up to $7,180.00 to Higdon Electric for Installation of a VFD on Well #7. Motion carried with all ayes. Mayor Younger discussed the status of the industrial park water tank. Motion made by Michael Barron, seconded by Mike Needham to approve up to $6,188.00 to Turtle Fountains (Galloway, TN) for Pond Fountain & Bonus Lighting. Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to approve PO A-6388 to Hawkin's Inc for $1,550.55 for Wastewater Chemicals.
