The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, June 24, 2024,
at 7:03 PM.
Those present were Mayor Chris Younger, Alderpersons Mike Needham, Marty Graves, Tom
Mikkelsen, and Bett
Jewell. The City Attorney was present.
Motion made by Marty Graves, seconded by Tom Mikkelsen to approve the minutes of the
June 10, 2024, regular
meeting. Motion carried with all ayes.
Mayor’s Report
Mayor Younger thanked everyone who helped out with Dyer Station Celebration’s Family Fun Night including
Dale
Carroll, Brandon Rudd and George Fisher and the Dyer Fire Department. Younger said there is a full week
of
activities leading up to the July 4th activities and encouraged everyone to participate.
Mayor Younger thanked the Public Works, Water and Sewer Departments for their long hours working on
a water
leak on South Main Street. Younger said that he has decided to designate July 5 as an additional holiday
for city
employees.
Younger said the Chief Lindsey will be off work for several weeks. He also asked those present to pray for Tracy
Cole and his family as they mourn.
Department Reports
Alderman Craig Blackburn arrived at 7:15 PM.
In the Water & Sewer Department, Tracy Cole said that the Mission monitoring system may need
to be tweaked as
it’s sending alarms when there’s not actually a problem. Jay Richardson said that they’re working
on getting
sensors fixed. Well #7 is still down, waiting on the VED, and it may be back in service in about two
weeks.
Committee Reports
The Mayor said that the 2024 budget was really close, and the city is in good shape. He expressed his
appreciation
for the City Recorder.
Unfinished Business
Motion made by Marty Graves, seconded by Mike Needham to pass on its second and final reading Ordinance
2024-282, an Ordinance to Adopt the 2024-2025 Annual Budget and Levy Property Taxes. Motion carried
with all
ayes.
Motion made by Marty Graves, seconded by Mike Needham to pass on its second and final reading Ordinance
2024-283, an Ordinance to Amend the 2023-2024 Annual Budget. Motion carried with all ayes.
New Business
Motion made by Tom Mikkelsen, seconded by Mike Needham to Maintain Existing Water & Sewer Rates (forgoing
Annual Increase Per Ordinance 2023-273). Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Bett Jewell to approve up to $1,500.00 to Jeremy Moore for Repair
of City Hall Handrail. Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Mike Needham to approve $1,500.00 to Tennessee Fire Equipment
& Safety Supplies for 2 LED Scene Lights (2024-2025 Budget; Promotional Savings of More than $4,000.00). Motion
carried with all ayes.
Motion made by Marty Graves, seconded by Craig Blackburn to approve up to $4,250.00 to Tennessee Fire
Equipment & Safety Supplies for 5 sections of 5" LDH Hose for Fire Department (2024-2025 Budget / 30-40 week
lead time after order). Motion carried with all ayes.
