The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 8,
2024, at 7:03 PM. Those
present were Mayor Chris Younger, Alderpersons Craig Blackburn, Mike Needham, Tom
Mikkelsen, Bett Jewell,
Michael Barron, and Marty Graves. The City Attorney was present.
Motion made by Marty Graves, seconded by Craig Blackburn to approve the minutes
of the June 24, 2024, regular
meeting. Motion carried with Blackburn, Needham, Mikkelsen, Jewell, and Graves voting aye; Alderman Barron
abstained.
Mayor’s Report
Mayor Younger expressed the thanks of the City and the Board of Aldermen
to the Dyer Station Celebration
Committee for their work on the 40° Dyer Station Celebration.
Mayor Younger also expressed thanks to the Downtown Committee after the
string lights were recently installed at
the Georgia Mcllwain Ellis Mini Park. He commended Alderman Mike Needham
who helped expedite the cutting of
the decorative train to which the lights are anchored on the gazebo.
Committee Reports
Mayor Younger scheduled a finance, administration, and personnel committee
to be held on Monday, July 15 at
6:00 PM. More information about the purpose of the meeting will be forthcoming.
Alderman Mike Needham said the Dyer Fire Department’s Patriot Day is on
the calendar with opening ceremonies
on September 11 and a full day of events on September 14.
New Business
Motion made by Craig Blackburn, seconded by Tom Mikkelsen to approve $1,989.
00 to PRI for asphalt repair on
Main Street. Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Mike Needham to adopt Resolution 2024-341,
A Resolution
Authorizing Participation in the Public Entity Partners Property Conservation Matching
Grant Program. Motion
carried with all ayes.
Motion made by Mike Needham, seconded by Tom Mikkelsen to adopt Resolution
2024-342, A Resolution
Authorizing Participation in the “Safety Partners” Matching Grant Program. Motion
carried with all ayes.
Motion made by Mike Needham, seconded by Craig Blackburn to approve the City
partnering with the Dyer
Industrial Development Board on a Tennessee Department of Tourism grant application
with the City acting as a
pass-through for grant funds. Motion carried with all ayes.
Motion made by Marty Graves, seconded by Craig Blackburn to approve the City
partnering with the Dyer
Industrial Development Board on a Tennessee Placemakers grant application
with the City acting as a pass-throu gh
for grant funds. Mayor Younger has worked with the Industrial Board to develop a
grant funded retail
development and retail incubator feasibility study. Motion carried with all ayes
Motion made by Michael Barron, seconded by Tom Mikkelsen to pay the accounts. Motion
carried with all ayes.

with all ayes.
