Board of Mayor and Aldermen Meeting January 6, 2020 Dyersburg Municipal Court Room (1) Call to Order: The Board of Mayor and Aldermen met in regular session on Monday, January 6, 2020 in the Dyersburg Municipal Court Room at 7:00 p.m. Mayor John Holden presided over the meeting. The meeting opened with prayer by Alderman Ricky Hammond. Mayor Holden noted all members of the Board were present. a. Appointment of Corporate Officer due to the retirement of Bob Jones (City Recorder). Mayor Holden recommended the appointment of Scott Ball to City Recorder, a motion was made by Alderman James Baltimore and seconded by Alderman Dennis Moody, motion was approved by the full board. (2) Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the December 3, 2019 meeting. Alderwoman Vanedda Webb made a motion to approve the minutes. Alderman Ricky Hammond seconded the motion. The minutes were approved. (3) Unfinished Business: None (4) New Business: a. Mayor Holden, presented a Notice of Public Hearing – January 21, 2020 – An ordinance to amend the text of the Dyersburg Municipal Zoning Ordinance to allow for wholesale distribution as a use permitted and off-site retail sales as a use permitted on appeal in the industrial districts. A motion was made by Alderman Dennis Moody seconded by Alderman Willie Cole and approved by the full board. b. Attorney Invoice: Mayor Holden presented the Attorney Invoice for November 2019 in the amount of 4,659.85. Alderwoman Mary Claire Hopper made a motion to approve with a second by Alderman James Baltimore, motion was approved by the full board. c. Bids: Mayor Holden presented a bid sheet prepared by City Purchasing Agent Greg Williams. The sheet listed one approved bid for the installation of playground equipment for the Forked Deer River Park and Precinct Park for the Recreation Department. Notification wasn’t given; however, the equipment was purchased through Sourcewell Government Cooperative. The bid was awarded to Custom Recreation of Hendersonville, Tn in the amount of 145,158.00. Reports from Aldermen: Alderman James Baltimore: Alderman Baltimore thanked the Mayor for contacting a crew to pick up leaves for a resident in his ward. Alderman Edward Burks: No Report Alderman Wille Cole: Alderman Cole stated he contacted Rudy Collins from the Jackson TDEC office concerning the odor coming from an agriculture operation next to residents in West Dyersburg. We have had some complaints about the odor. We talked about it once again, he pointed out his department only dealt with dust, said Alderman Cole. “my big concern is that this has been going on for almost two years fighting the same battle. Is there anything the City can do? “ Mayor Holden stated that would be a question for the Codes Department. Mayor Holden also stated “Obviously, TDEC has been here before, and I think the elevator company agreed to remove all the grain from there. I think a lot of that has been removed except one bag and a pile of grain there as well, but we will certainly look into what we can do locally about that.” Alderman Baltimore asked if the city attorney could get involved. Mayor Holden responded, absolutely we’ll look into it. Alderwoman Megan Gilbert: No Report Alderman Ricky Hammond: Alderman Hammond, reminded those in attendance that the recreation committee would convene at the conclusion of the board meeting. Alderman Hammond also asked the status of the Blue Cross Healthy Place Grant, which was submitted in the Fall of 2019 and if approved would provide a walking trail at the site of the former Jennie Bell School as well as a two acre training facility for the Dyersburg Fire Department. Mayor Holden replied that we should know by the end of January or February, but no word yet. Alderwoman Mary Claire Hopper: Alderwoman Hopper thanked Greg Wilson of the Sanitation Department for being proactive and efficient in the garbage pickup with the new residential/ curbside pickup schedule. Alderman Dennis Moody: No Report Alderwoman Vanedda Webb: No Report Communications from the Mayor: The Dyersburg Fire Department, through a partnership with the Tennessee State Fire Marshall’s Get Alarmed TN program, is offering free smoke alarms for city and county residents, call 731- 288-7614 to request your free smoke alarm. Dr. Martin Luther King, Jr. program will be held at the Dyer County Courthouse at 11:00 a.m. on Monday, January 20, 2020. Due to the Martin Luther King, Jr. Holiday, the board will meet on Tuesday, January 21 at 7:00 p.m. Mayor Holden noted former Mayor Bill Revell turned 90 years old on Sunday and is in failing health. Mayor Holden ask that everyone keep Mr. Revell and his family in their prayers.
