Board of Mayor and Aldermen Meeting January 21, 2020 Dyersburg Municipal Court Room (1) Call to Order: The Board of Mayor and Aldermen met in regular session on Monday, January 21, 2020 in the Dyersburg Municipal Court Room at 7:00 p.m. Mayor John Holden presided over the meeting. The meeting opened with prayer by Alderwoman Mary Claire Hopper. Mayor Holden noted all members of the Board were present. (2) Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the January 6, 2020 meeting. Alderman Cole made a motion to approve the minutes. Alderman Burks seconded the motion. The minutes were approved. (3) Unfinished Business: (4) New Business: a. Presentation of CALEA Accreditation Award – Vince Dauro (CALEA Regional Program Manager) b. Public Hearing – Ordinance BB697 – An ordinance to amend the text of the Dyersburg Municipal Zoning Ordinance to allow for wholesale distribution as a use permitted and off-site retail sales as a use permitted on appeal in the industrial districts. Motion by Alderman Baltimore, seconded by Alderman Hammond motion carried full board. c. Public Hearing – Beer Permit - (1) Chhapiya Inc. DBA: Tiger Express #1 730 US Hwy 51 Dyersburg, TN 38024 Motion by Alderwoman Hopper, seconded by Alderman Burks Motion carried full board. (2) All In One Stores LLC AOS #4 810 Hwy 51 Bypass W. Dyersburg, TN 38024 Motion by Alderman Cole, seconded by Alderwoman Webb motion carried full board. d. Recreation Committee Meeting minutes – January 6, 2020 – Chairman Ricky Hammond e. Attorney Invoice – 3,225.00 Motion by Alderman Baltimore, seconded by Alderman Cole motion carried full board. f. Bids- Greg Williams – No Bids  Reports from Aldermen: Alderman Baltimore: Complimented Dyersburg Fire and Police departments for the role they served in the funeral of former Mayor Bill Revell. He extended his condolences to Revell’s family as well as the family of former Dyersburg Fire Chief Billy Taylor. Baltimore also thanked DPD and the EOC’s dispatchers for their professionalism during a call received from a person in need. Alderman Burks: Congratulated DPD on their accreditation award. He also asked the mayor if there had been an appeal regarding the outcome of the pension lawsuit? “It is my understanding it was appealed “said Mayor Holden. “I’ll get some more information.” Burk’s also asked the status of the City’s audit. “Does Steve Anderson have everything he needs now? He’s just in the process of writing it?” “Yes sir” replied the Mayor. Alderman Cole: Congratulated Chief Isbell and the department on their accreditation award. Alderwoman Gilbert: Stated she also thanked the Dyersburg Police Department for their service. Alderman Hammond: Congratulated DPD and thanked Street Department Supervisor Mike McCulloch for everything he and his crew has done for the City. Hammond noted that he been visiting various City departments and added he intends to visit more over the course of the next few weeks. “I’m just thrilled and honored to be working with the people that head up our departments,” “you are doing a great job and we appreciate it.” Alderwoman Hopper: Thanked the Dyer County NAACP for presenting the annual Martin Luther King Jr. celebration at the Dyer County Courthouse on Monday. Alderman Moody: No report. Alderwoman Webb: No report. Communications from the Mayor: Mayor Holden mentioned Dyersburg Police Department will be hosting a benefit for dispatcher Nicole Rodriguez on Friday, January 31st. The department will sell chili dog lunches at the downtown storm shelter 11am-1pm.
