Board of Mayor and Aldermen Meeting
Tuesday, February 18, 2020
Municipal Building - Court Room
(1) Call to Order: The Board of Mayor and Aldermen met in regular session
on Tuesday, February 18, 2020 in the City Courtroom at 7:00 p.m. Mayor
John Holden presided. The meeting opened with prayer by Alderman Dennis
Moody. Mayor Holden noted all were present with the exception of
Alderman Hammond and Alderwoman Hopper.
(2) Approval of Minutes: The minutes of the Tuesday, January 21, 2020
meeting were approved on a motion by Alderman Baltimore, followed by a
second from Alderman Burks. The motion passed approving the minutes.
(3) Unfinished Business: There was no unfinished business.
(4) New Business:
a. Public Hearing – Ordinance BB698 - A request was made by Holy
Angels Catholic Church to close the western portion of Charles Street
for the future expansion of the church. The request was approved by the
Dyersburg Municipal- Regional Planning commission and sent to the
Mayor and Board of Aldermen for their review. Alderman Moody
motioned for the approval of a public hearing pertaining to the street
closure scheduled for Monday, March 2, 2020. The motion was seconded
by Alderman Cole, and was passed by the board.
b. Attorney Invoice:
Mayor Holden presented an invoice from the City Attorney’s office to be
approved for payment. The invoice totaling $4,812.75 was presented.
Alderman Baltimore made a motion to approve the payment, with a
second by Alderwoman Webb. Mayor Holden called for the vote, and the
motion passed by full Board approval.
c. Bids – Greg Williams, Purchasing Agent.
Replacement of the City-Wide e-mail exchange server with user licensing was
awarded to Local Government Corporation in the amount of $46,313.13. This
purchase was made through the Interlocal Cooperative Agreement. No action was
required as this was a budgeted item.
Report from Alderman and Alderwomen:
Alderman Baltimore: No Report
Alderman Burks: No Report
Alderman Cole: Reported that clean up of the grain at the Dyersburg elevator was being done
and thanked all involved, also asked the Mayor to look into drainage issues between Bowen lane
and Pease Street.
Alderwoman Gilbert: No Report
Alderman Hammond: Absent
Alderwoman Hopper: Absent
Alderman Moody: No Report
Alderwoman Webb: Thanked McIver’s Grant Library for computers donated to the activity
centers, also thanked City Engineer Tiffany Heard for assisting with a drainage issue on Elm
Street.
Communications from the Mayor:
Mayor Holden made note of Code Enforcement and Dyersburg Fire Department reports that
were distributed to the Aldermen. Mayor Holden also reminded everyone the Census report for
2020 would be taking place in the near future and how important an accurate count in the census
is for acquiring funding for our community.
With no further business the meeting adjourned at 7:05p.m.
