Board of Mayor and Aldermen Meeting Monday, March 2, 2020 Municipal Building - Court Room (1) Call to Order: The Board of Mayor and Aldermen met in regular session on Monday, March 2, 2020; in the City Courtroom at 7:00 p.m. Mayor John Holden presided. The meeting opened with prayer by Alderwoman Vanedda Webb. Mayor Holden noted all board members were present. (2) Approval of Minutes: The minutes of the Monday, February 18, 2020 meeting were approved on a motion by Alderman Moody, followed by a second from Alderman Cole. The motion passed approving the minutes. (3) Unfinished Business: Prior to new business items, board members reviewed the 2018-2019 fiscal audit report with Joe Enoch of Cowart Reese Sargent. All members of the board were present during Monday’s meeting. Dyersburg Mayor John Holden mentioned the audit was completed Friday afternoon, February 28, and the books were brought by City Hall late in the day Monday. He also thanked Enoch for attending the meeting on such a short notice. Enoch noted the City did not have a finding in the audit report. He also added the lone finding during the 2017-2018 audit report was corrected. “If you look under our opinion, based on our audit and the report of other auditors, the financial statements referred in this audit is presented fairly in all material respects,” stated Enochs. “Overall, an A plus for the City of Dyersburg.” The following financial highlights were listed in the 2018-2019 audit report: The City’s net position as of June 30, 2019 was $102,451,972, an increase of $3,309,087 from the 2017-2018 fiscal year. At June 30, 2019, the governmental funds reported combined ending fund balances of $10,083,748, of which $2,209,867 was unassigned and available for use at the City’s discretion. Governmental fund balances increased by $1,222,765 during the year. During the fiscal year ended June 30, 2019, the City’s total notes and bonds payable increased by $2,559,540. (4) New Business: Ordinance BB698 to close the western portion of Charles Street at the request of Holy Angels Catholic Church for future expansion of the church campus. Mayor Holden noted the request had been approved by the Dyersburg Municipal-Regional Planning Commission. Alderwoman Hopper made a motion to approve with a second from Alderman Moody. The motion was passed by the full board. Public hearing was conducted for Blooming 64 LLC. For off premise beer permit located at 810 U.S. Hwy 51 Bypass W. Dyersburg Police Chief Steve Isbell recommended approval. A motion was made by Alderman Hammond and seconded by Alderwoman Webb. Motion was approved by the full board. Mayor Holden presented Resolution 03022020, adoption of the City of Dyersburg ADA accessibility transition plan. FWHA through State of Tennessee has required cities within the state to adopt an accessibility plan. A motion to accept the plan was made by Alderman Cole and seconded by Alderman Baltimore. Motion was approved by full board. Chief Sipes with the City of Dyersburg Fire Department announced the results of the City’s ISO Public Protection Classification Program. Chief Sipes indicated that currently the City’s rating is a 3 and effective June 1, 2020 that rating would be increased to 2 placing the City of Dyersburg Fire Department in the top four percent in the United States out of 41,177 departments. b. Bids – Greg Williams, Purchasing Agent Mr. Williams presented a bid to remodel Station One restroom/shower area. Advertisements for bids were placed in the State Gazette as well as two plan rooms and direct to four bidders, one bid was received Still- Evans Contractors in the amount of $42,501.11. Williams recommended the approval of the bid. A motion was made by Alderwoman Hopper and seconded by Alderman Cole. Motion was approved by the full board.  Report from Alderman and Alderwomen: Alderman Baltimore: No Report Alderman Burks: No Report Alderman Cole: No Report Alderwoman Gilbert: Distributed a letter to the Board members about an idea of a retreat. Alderman Hammond: Noted he had received calls about Brasfield’s body shop, Thomas Mullins of the City of Dyersburg Codes Enforcement said the current ordinance only allows for five inoperable vehicles for a body shop, and probably needs to be revised to address the amount of vehicles allowed and screening. Alderwoman Hopper: Mentioned having a upcoming street committee. Alderman Moody: No Report Alderwoman Webb: No Report Communications from the Mayor: Mayor Holden made note that revisions to the transient vendors ordinance have been made and would have a Local Government Meeting at a later date to discuss changes. Mayor Holden also noted mowing season at the cemetery’s and asked for the public to remove objects that may hinder the upkeep of the cemetery. Mayor Holden said a Census Album had been created and posted on the City’s Facebook Page and information would be constantly updated. Mayor Holden closed by asking for prayers for the families of Dyersburg High School coach Randy Newsome and community member Trojan supporter Laverne Shaw.
