Board of Mayor and Aldermen Meeting
Monday, April 20, 2020
Municipal Building – Electronic Meeting Pursuant to Executive Order 16
(1) Call to Order: The Board of Mayor and Aldermen met in regular session
on Monday, April 20, 2020; in the City Hall Conference Room at 7:00 p.m.
Mayor John Holden presided. The meeting opened with prayer by Alderman
James Baltimore. Mayor Holden noted all board members were present.
(2) Approval of Minutes: The minutes of the Monday, March 2, 2020 meeting
were approved on a motion by Alderman Cole, followed by a second from
Alderwoman Hopper. The motion passed by Roll Call Vote unanimously.
(3) Unfinished Business: None
(4) New Business:
Notice of Public Hearing – May 4, 2020 – An ordinance amending the City of
Dyersburg Municipal Zoning map by rezoning property located on Community
Park Road (CM Partners Dyersburg,LLC / Dyersburg Church of God Property)
rom PB ( planned business) district to R-2 (medium density residential) district. A
motion to approve the Public Hearing (first reading) was made by Alderman
Baltimore and seconded by Alderman Cole, the motion was passed by Roll Call
Vote unanimously.
b. Attorney Invoice - February 2020 & March 2020
Mayor Holden presented the Attorney invoices for February and
March in the amount of 2,737.50 and 2,509.00 respectively. A motion was made
by Alderman Hammond and seconded by Alderman Cole, the motion passed by
Roll Call Vote unanimously.
c. Recreation committee meeting minutes from March 2, 2020
Alderman Hammond gave a brief summary of discussion from the March 2 nd
meeting heard from James Earl Johnson about his concerns for additional parking
at the activity center. Parks and Recreation director Andy Baker addressed the
need to add additional staff in the upcoming year. No formal action was taken by
the board.
d. Resolution 04202020 – Property Acquisition
The resolution noted the parcel of property comprised of 4 acres, was owned by
Bhagublai Patel (Sunrise Inn). Two appraisals were conducted in 2019, with both
resulting the fair market value of the property to be 182,500.00. Alderwoman
Hopper made a motion to approve the property acquisition seconded by
Alderwoman Webb, the motion passed by Roll Call Vote unanimously.
Alderman Baltimore: Inquired about helping residents with their utilities during
the Covid-19 pandemic. Mayor Holden noted the city had suspended cut offs on
utilities.
Alderman Burks: No Report
Alderman Cole: Asked the question if they are approached by citizens that have
questions abut their utilities who would they need to contact? Mayor holden
responded they should call City Hall.
Alderwoman Gilbert: No Report
Alderman Hammond: Thanked everyone on the front lines of the Covid-19
Pandemic, medical workers, grocery store employees and Dyersburg Police and
Fire Departments.
Alderwoman Hopper: Thanked Dyersburg Street Superintendent Mike
McCulloch and his crew on the work being done during the pandemic.
Alderman Moody: Thanked everyone for all the cards and well wishes he and
his wife have received as they recover from the Corona Virus.
Alderwoman Webb: Expressed that she was glad the board could meet Via
Electronically as we adjust to dealing with Covid-19.
Communications from the Mayor:
Mayor Holden acknowledged the city employees and the job they are doing
during this pandemic. “It’s been an inconvenience for some people and folks have
been very understanding, this is uncharted territory for all of us, and we’re doing
the best we can”.
With no further business the meeting adjourned at 7:17p.m.
