Board of Mayor and Aldermen Meeting Friday, August 28, 2020 Meeting held pursuant to Executive Order No. 16 issued by Governor Bill Lee permitting local governing bodies to conduct meetings electronically. (1) Call to Order: The Board of Mayor and Aldermen convened for their special called board meeting on Friday, August 28, 2020 in the City Hall board room and/or via phone conference at 10:00 a.m. Mayor John Holden presided. The meeting opened with a prayer by Alderman Dennis Moody. All members of the board were present except Alderwoman Meghan Gilbert. Dyersburg Mayor John Holden noted under the Governor's Executive Order, all action must be recorded via a roll-call vote. (2) Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the August 3, 2020 meeting. Alderman Dennis Moody made a motion to approve the minutes. Alderman Ricky Hammond seconded the motion. The motion passed unanimously by roll-call vote. (3) Unfinished Business: None. (4) New Business: A. Notice of Public Hearing- September 8, 2020-An ordinance amending the City of Dyersburg Handbook by revising the section regarding the City's Sick Leave Policy. Mayor Holden reminded the Board of the Public Hearing scheduled for September 8, 2020 to present an ordinance amending the City of Dyersburg Handbook by revising the section regarding the City's Sick Leave Policy. A motion was made by Alderman Moody and seconded by Alderwoman Hopper. The motion passed unanimously by roll call vote. B. Attorney Invoice - Mayor John Holden presented the attorney invoice for the month of July in the amount of $3,550. A motion to approve the payment of the invoice was made by Alderwoman Mary Claire Hopper with a second from Alderman Willie Cole. The motion passed unanimously by roll call vote. C. Finance Committee - August 5, 2020 - Chairman Edward Burks Alderman and Finance Committee chairman Edward Burks reviewed the committee minutes from August 5, 2020. City of Dyersburg Treasurer Steve Anderson presented the committee with the proposed 20-21 budget, after some discussion it was decided  by the committee to meet again on August 10th to give an opportunity for department to reduce their request. No formal actions were taken. D. Finance Committee - August 10, 2020 - Chairman Edward Burks Alderman and Finance Committee chairman Edward Burks reviewed the committee minutes from August 10, 2020. Dyersburg City Schools Director Kim Worley present an amendment to the 2020-2021 City School budget. A motion was made by Alderwoman Webb and seconded by Mayor Holden the motion passed by roll call vote and will be presented to the full board. E. Finance Committee - August 14, 2020 - Chairman Edward Burks Aldennan and Finance Committee chairman Edward Burks reviewed the committee minutes from August 14, 2020. Superintendent Greg Wilson with the City of Dyersburg Sanitation Department presented the committee with the option of doing a buy-back program with their refuse trucks. Alderwoman Webb motioned and was seconded by Alderman Moody to join a buy-back agreement with River City Hydraulics. Motion carried by roll call vote and will be presented to the full board. F. Public Hearing for approval of 2020/2021 budget on August 28, 2020- Ordinance BB700 - Steve Anderson Steve Anderson presented the 2020/2021 Budget for approval by the Board of Mayor and Aldermen. Alderman Moody made a motion to approve the Budget and Alderwoman Vanedda Webb seconded the motion. The motion passed unanimously by roll call vote. G. Approval of the Dyersburg City Schools 2020/2021 Budget-The Dyersburg City Schools 2020/2021 Budget was presented for approval by Edward Burks. Alderman Edward Burks made a motion to approve the Dyersburg City Schools Budget and Alderman James Baltimore seconded the motion. The motion passed unanimously by roll call vote. H. Resolution 08282020-Approval of USDA grant in the amount ofup to $33,000 for the benefit of the Dyersburg City School System. Alderman Willie Cole made a motion to approve the Resolution and Alderman James Baltimore seconded the motion. The motion passed unanimously by roll call vote. I. Resolution 08282020A -Authorizing the City of Dyersburg, Tennessee to participate in the PEP Risk Management Pool "Safety Partners" Loss Control Matching Grant Program. Alderman Willie Cole made a motion to approve the Resolution and Alderman James Baltimore seconded the motion. The motion passed unanimously by roll call vote. J. Bids - Greg Williams - Bids were presented for the following: Item 3: The purchase ofa non-pursuit SUV for the Dyersburg Police Department CID Unit was presented and recommended to be awarded to Tim Castellaw Automotive with the low bid of 27,609.96. Alderwoman Vanedda Webb made a motion to approve the purchase and Alderman Ricky Hammond seconded the motion. The motion passed unanimously by roll call vote. Item 4: The request to purchase a 2018 John Deere 3032E tractor for the Dyersburg Waste Water Treatment facility was recommended to be awarded to Tennessee tractor in the amount 12,500.00 plus the trade in of the 1984 John Deere 950 tractor. Alderman Dennis Moody made a motion to approve the purchase and Alderman Willie Cole seconded the motion. The motion passed unanimously by roll call vote. Report from Aldermen and Alderwomen: Alderman Baltimore: Expressed that he thought the buy-back program was a good idea for the sanitation department. Alderman Burks: No report Alderman Cole: No report Alderwoman Gilbert: Absent Alderman Hammond: Thanked EOC Director Gloria Spence and the EOC staff for a job well done dealing with recent storms. Alderwoman Hopper: Asked that the Finance Committee to consider a grant writer position to the 20-21 budget. Alderman Moody: No report Alderwoman Webb: No report Communications from the Mayor: Prior to adjournment, Mayor Holden thanked the Finance Committee members, Steve Anderson and staff for their work in getting the budget passed. He also thanked Gloria Spence and the EOC staff as well as city employees for their work with the storm shelters. Mayor Holden noted through the pandemic that the City has not laid off any employees or cut hours.
