Board of Mayor and Aldermen Meeting Tuesday, September 8, 2020 Meeting held pursuant to Executive Order No. 16 issued by Governor Bill Lee permitting local governing bodies to conduct meetings electronically. (1) Call to Order: The Board of Mayor and Aldermen convened for their regularly scheduled board meeting on Tuesday, September 8, 2020 via phone conference at 7:00 p.m. Mayor John Holden presided. All members of the board were present except for James Baltimore and Mary Claire Hopper Dyersburg Mayor John Holden noted under the Governor’s Executive Order, all action must be recorded via a roll-call vote. (2) Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the August 28, 2020 meeting. Alderman Moody made a motion to approve the minutes. Alderman Willie Cole seconded the motion. The motion passed unanimously by roll-call vote. (3) Unfinished Business: None. (4) New Business: A. Public Hearing for Ordinance BB701 an ordinance to amend the City of Dyersburg sick leave policy. The policy change allows for employees to use eligible sick leave for the care of an employee’s immediate family. A motion to approve the ordinance was made by Alderman Ricky Hammond with a second from Alderman Burks. The motion passed by roll call vote unanimously. B. Beer Permit Public Hearing- Moustos Pasta and Grill and Prime Time Bowl and Grill. Dyersburg Police Chief Steve Isbell stated background checks were completed by his department and recommended approval of the permit for Moustos Pasta and Grill. Alderman Cole made a motion and was seconded by Alderman Burks, Motion passed by unanimously by roll call vote Dyersburg Police Chief Isbell stated a background check was performed for Prime Time Bowl and Grill and recommended approval of the permit. Alderman Hammond made a motion and was seconded by Alderman Cole. Motion passed unanimously by roll call vote. C. Bids- Greg Williams provided one bid for the Dyersburg Cemetery Department for the purchase of a new tractor with a front loader, this is a budgeted item for 25,000.00 and was purchased through the Buyboard Puchasing Cooperative. The bid was awarded to First choice Farm & Lawn of Dyersburg for 23,867.27. Report from Aldermen and Alderwomen: Alderman Baltimore: Absent Alderman Burks: No report Alderman Cole: Reported he had been contacted by residents regarding drainage ditches with overgrown vegetation and debris at various locations. Mayor Holden replied he would contact Mike McCulloch City of Dyersburg street superintendent to establish ownership and maintenance of these areas. Alderwoman Gilbert: Reported she would like to schedule a recreation committee meeting soon. Alderman Hammond: Reported that photos that had been sent by the Mayor to the Board members of curbside debris and illegal dumping were very disturbing and suggested the Sanitation Committee review their curbside policies. Alderwoman Hopper: Absent Alderman Moody: Requested to have the intersection of Pate and West Wheeler added to this year’s paving list. Alderwoman Webb: No report Communications from the Mayor: Prior to adjournment, Mayor Holden asked board members to keep Alderman James Baltimore’s wife in their prayers for a quick recovery. Additionally, Mayor Holden provided the board with the August 2020 Code Enforcement reports.
