Board of Mayor and Alderman Meeting Monday, July 19, 2021 at 7:00 pm 1. Call to Order: The Board of Mayor and Aldermen convened for their regularly scheduled meeting on Monday, July 19, 2021 in the Dyersburg Municipal Court Room at 7:00 pm. Mayor John Holden presided. The meeting opened with a prayer by Alderman Dennis Moody. All members were present with the exception of Alderman Willie Cole. 2. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the June 29, 2021 meeting. Alderman James Baltimore made the motion to approve the minutes and Alderman Edward Burks seconded the motion. All were in favor and the minutes were approved. 3. Unfinished Business: None 4. New Business: A. Notice of Public Hearing – August 2, 2021 – An Ordinance amending the Dyersburg Municipal Zoning map by rezoning property located on Forrest Street and Brewer Road from B-2 (General Trade and Services) District to PB (Planned Business District). Alderman Dennis Moody made a motion to approve the notice of public hearing and Alderman James Baltimore seconded the motion. All were in favor. B. Public Hearing – Ordinance BB703 – Text Amendment for Municipal Zoning Ordinance, Section XXI H-M (Hospital-Medical) District The text amendment proposed by the Dyersburg Municipal-Regional Planning Commission was to add the following language to Section C, Uses Permitted on Appeal. “Professional and Personal Services provided the Board of Zoning Appeals can make an adequate determination upon site plan review that the proposed use does not negatively impact traffic or emergency access in the Hospital Medical district.” Mayor Holden asked if anyone wished to speak as this was a public hearing, there was no public comment. Alderman James Baltimore made a motion to approve the ordinance and Alderman Ricky Hammond seconded the motion. All were in favor. C. Attorney Invoice Alderwoman Mary Claire Hopper made a motion to approve the Attorney Invoice for the month of June in the amount of $3783.40. Alderman James Baltimore seconded the motion. All were in favor. D. Resolution 07192021 – TML Risk Management Pool Dyersburg Mayor John Holden presented Resolution 07192021, a resolution authorizing the City of Dyersburg to participate in the TML Risk Management Pool ‘Safety Partners’ Loss Control matching grant program. “This is money that they make available to cities across Tennessee to assist in buying safety equipment for your city,” explained Holden. “We’ve done it every year for the past 14 or 15 years. The amount this year is $3,000. It’s at no cost to us whatsoever.” Alderman Dennis Moody made the motion to approve the resolution and Alderman James Baltimore seconded the motion. All were in favor. E. Bids – Greg Williams In the final item of new business, the board members reviewed a sheet listing awarded bids. The bid sheet was prepared by City Purchasing Agent Greg Williams. Action was not required by the board as the items purchased were approved in the current budget year. Bids awarded were listed as follows: • Concrete for projects requiring less than 20 yards; Street Department Notification was given through the State Gazette and direct to 3 vendors. Bid awarded to Southern Concrete of Dyersburg for $25,000. • Tires for route and dumpster trucks; Solid Waste Notification was given through the State Gazette and direct to 2 vendors. Bid was awarded to Triple T Tire of Dyersburg for $20,214. • Patrol Pursuit Tires; Police Notification was given through the State Gazette and direct to 4 vendors. Bid was awarded to 51 Downtown Service Station of Dyersburg for $20,158.60. • MyGov Annual Software Maintenance for 311 Service; Codes & EOC Bid awarded to MyGov of Ada, Oklahoma for $24,600. • 2022 CAT D6 LGP dozer for Solid Waste The new dozer is to replace a 2015 CAT D6T dozer. Notification was not given, though the City went through the state contract. The bid was awarded to Thompson Machinery of Jackson, Tenn. in the amount of $418,012.05. • 2 John Deere 410L backhoes for Wastewater and Water/Sewer Notification was also given through the state contract and the bid was awarded to Stribling Equipment of Jackson, Tenn. in the amount of $189,801.28. • Replace dozer undercarriage for Solid Waste The item was listed in the repair and maintenance line item and notification was not given due to it being a dealer item. The bid was awarded to Thompson Machinery of Jackson for $46,215.63. • One 2021 Dodge Durango Pursuit SUV for Police Department The City went through the state contract for the purchase. The bid was awarded to Columbia Dodge of Columbia, Tenn. for $31,382. • Two 2021 Dodge Durango SUVs for Police Department The City went through the state contract for the purchase. The bid was awarded to Columbia Dodge of Columbia, Tenn. for $54,068. Report from Aldermen/Alderwomen: Alderman Baltimore: No report Alderman Burks: Praised the improvements to the façade of City Hall. Mayor Holden said the funds used for the improvements were received from the first round of state COVID money to be used for capital improvement projects. Alderman Cole: Not present Alderwoman Gilbert: No report Alderman Hammond: No report Alderwoman Hopper: Stated that she will be working with Sanitation Director Greg Wilson to hold a Street and Sanitation Committee meeting in the upcoming week.
