City of Dyersburg Board of Mayor aud Aldermen Monday, April 4, 2022 1. Call to Order: The Board of Mayor and Aldermen convened for their regularly scheduled meeting on Monday, April 4, 2022 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present with the exception of Alderwoman Mary Claire Hopper. The meeting opened with a prayer by Alderwoman Meghan Gilbert. 2. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the March 21, 2022 meeting. Alderman Willie Cole made a motion to approve the minutes and Alderman James Baltimore seconded the motion. All were in favor. 3. Unfinished Business: None 4. New Business: A. Bids - Greg Williams Under new business, the board reviewed the following bid for the Sanitation Department: • Nine 8-yd. dumpster boxes to replace older dumpsters The item was budgeted, and the City opted to utilize the Sourcewell Cooperative Purchasing Contract, awarding the bid to Wastequip ofEagleville, TN in the amount of$14,963.00 With the item in the current year's budget, board action was not required. REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore asked if the City's department heads could be more present at the board meetings. "I'd like to see them here every once in a while," said Baltimore. "What we've done in the past number of years, I've asked the department heads to be here if there is something we're going to discuss within their department as far as bids are concerned," said Mayor John Holden. "Other than that, I haven't asked them to be here. If this board wants the department heads to be here for every meeting, I don't have a problem with that." "I'm not asking for every meeting," replied Baltimore. "Just every once in a while." Mayor Holden said he would email the department heads asking their presence at the meetings every once in a while. Edward Burks: No report Willie Cole: Alderman Cole thanked DPD Chief Steve Isbell for his assistance with an issue. He also stated a resident came to him with an issue. "A gentleman came to me and felt like he was paying for a service and not getting service," said Cole. "I asked him what service he was talking about, and he said there are so many stipulations on curbside pickup. He just felt, Mayor, some of the rules we have for curbside pickup were excessive." Mayor Holden referred to the ordinance passed in 2017 noting the rules and regulations in the ordinance. Referring to length of limbs, Mayor Holden said the length requirements were set so the limbs would not extend out of the rear of the truck. "I have never heard of an incident where we have refused to pick something up in reference with limbs being too long," said Mayor Holden. "But I would be happy to give you a copy of the ordinance to give to the individual. Not too long ago, we had a meeting with some folks about that issue, and I believe you Alderman Cole were there. Obviously, our concern is cleaning the community up. That's what we're trying to do. We're not being heavy-handed. We're not being argumentative. We just want the town to be cleaned up." Aldennan Cole also said for numerous years he had requested various streets within his Ward to be repaved. "I'm fighting a losing battle on that one because we haven't gotten to them. One in particular is Scott Street. If there are any funds available this year, can the City look at doing something for us?" "Over the past 5 years, we've spent over $5 million in paving the streets. We've had an engineering study done of all the streets and ranked them best to worst. We started at the bottom at the worst, and tried to get that done, but there are those occasions such as last year on Wheeler Street when we had those water lines break. Sylvan was also that way, and it cost about $220,000 to pave it. We'll pave again this year - $450,000 at a minimum in our budget to pave, and we'll definitely talk about Scott Street." Meghan Gilbert: No report Ricky Hammond: Alderman Hammond, referring to the meeting held on Feb. 23 with numerous property owners, asked if there had been any feedback from the property owners about posting curbside violations on the City sites. "I haven't had one come to my office," said City Recorder Scott Ball. "I haven't heard anything," added Mayor Holden. Mary Claire Hopper: Not present Dennis Moody: No report Vanedda Webb: No report COMMUNICATION FROM THE MAYOR: In closing, Mayor Holden passed out a copy of the resolution passed at the previous board meeting sent to West Tennessee Healthcare President and CEO James Ross requesting the Cath Lab services be restored at the Dyersburg hospital. Additionally, he passed out copies of the March 2022 Codes Enforcement Report and the unemployment rate report for Dyersburg during January (4 percent) and February (3.5 percent) 2022. He added the spring cleanup continues Saturday at the Slayton Moore field on E. Tickle.
