City of Dyersburg Board of Mayor and Aldermen Monday, April 18, 2022 1. Call to Order: The Board of Mayor and Aldermen met for their regularly scheduled meeting on Monday, April 18, 2022 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present with the exception of Alderwoman Meghan Gilbert. The meeting opened with a prayer by Alderman Ricky Hammond. 2. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the April 4, 2022 meeting. Alderman Willie Cole made a motion to approve the minutes and Alderman Edward Burks seconded the motion. All were in favor. 3. Unfinished Business: None 4. New Business: A. Notice of Public Hearing - May 2, 2022 #1 An ordinance to amend the Dyersburg Municipal Zoning map to rezone property near Hwy 51 and Brewer Road from PB {Planned Business) to B-2 {General Trade and Business) District. #2 An ordinance to amend the text of the Dyersburg Municipal Zoning Ordinance to adopt new procedures for zoning amendment applications. Board members also approved two public hearing notices for ordinance amendments. The amendments include rezoning property near Hwy. 51 and Brewer Road from PB (Planned Business) District to B-2 {General Trade and Business) District and to amend the text of the Dyersburg Municipal Zoning Ordinance to adopt new procedures for zoning amendment applications. According to Mayor Holden, the changes were recently approved by the Planning Commission. No action was required in order to hold the public hearings at the May 2 City Board meeting. B. Resolution 04182022 -A resolution authorizing and approving execution of an equipment lease-purchase agreement with BancorpSouth Equipment Finance, a division of Cadence Bank for the purpose of lease-purchasing certain Equipment. Mayor John Holden presented Resolution 04182022, a resolution authorizing and approving the execution of an equipment lease-purchase agreement with BancorpSouth Equipment Finance, a division of Cadence Bank, for the purpose of lease-purchasing certain equipment.  "This deals with the solid waste department," said Mayor Holden. "We've approved most of this last November. What this has to do with is leasing the equipment - we got quotes on the financing for 24 months. One quote was at 3.25 percent from U.S. Bancorp and the second interest rate was at 2.41 percent from BancorpSouth. This resolution is to approve the lower rate, 2.41 percent, from BancorpSouth and is about a $10,000 savings to the City." The agreement would be for two Mack LR64 garbage trucks with Heil DuraPack Python Automated Side Load Refuse Bodies. A motion to approve the resolution was made by Alderman Ricky Hammond and seconded by Alderwoman Mary Claire Hopper. In a roll call vote, the motion passed by all. REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: No report Edward Burks: Alderman Burks asked about the status of the City's audit report. Mayor Holden noted he should receive the reports on Tuesday or Wednesday. Willie Cole: No report Meghan Gilbert: Not present Ricky Hammond: Alderman Hammond mentioned the Dyersburg EOC will hold a yard sale at the downtown Dyersburg safe room to raise funds for Dyersburg dispatcher Sherry Butler. Butler was recently diagnosed with cancer. The yard sale is slated to be held on Saturday. April 30. Alderman Hammond added a GoFundMe page has also been established for Sherry Butler. Mary Claire Hopper: Alderwoman Hopper stated a street and sanitation committee meeting will be held Tuesday morning at City Hall at 10:00 a.m. Dennis Moody: No report Vanedda Webb: No report COMMUNICATIONS FROM THE MAYOR: In closing, Mayor Holden reminded everyone of the Spring Cleanup occurring every Saturday in the City of Dyersburg. Last Saturday, April 16, the cleanup was held at the Bruce Recreation Center. This Saturday, April 23, the cleanup will be held at the Future City Recreation Center from 9 a.m. - 2 p.m. On April 30, the Hazardous Household Waste Day will be held at the Dyer County Fairgrounds with the event being sponsored by TDEC and Dyer County. Mayor Holden said the City will be present at the Fairgrounds on April 30, and the event will be held from 9 a.m. -12 p.m. Mayor Holden also noted the local observation of the National Day of Prayer will be held on May 5th with the Mayors' Prayer Breakfast at First Baptist Church in Dyersburg and the Prayer on the Square at noon.
