City of Dyersburg Board of Mayor and Aldermen Monday, March 20, 2023 I. Call to Order: The Board of Mayor and Aldermen met for their regularly scheduled meeting on Monday, March 20, 2023 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present except for Mary Claire Hopper. The meeting opened with a prayer by Alderman Ricky Hammond. 2. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the January 17, 2023, meeting. Alderman Willie Cole made a motion to approve the minutes and Alderman Rick Crawford seconded the motion. All voted in favor. 3. Unfinished Business: Resolution 03202023: Resolution Authorizing The City Of Dyersburg, Tennessee To Join The State of Tennessee And Other Local Governments In Amending The Tennessee State -Subdivision Opioid Abatement Agreement And Approving The Related Settlement Agreements A motion was made by Alderman Hammond and seconded by Alderman Baltimore, all members voted in favor. 4. New Business: Finance Committee A. Finance Committee chairman Edward Burks presented the minutes from the March, 1 O'" 2023 committee meeting. Dyersburg Fire Chief Brett Sipes requested to purchase a Pierce Ladder Truck ($1,893,535.00) and a Pierce Pumper Truck ($905,827) from EVS LLC., with a motion from Alderman Burks and a second from Alderman Moody the motion was voted on and approved by all board members. B. Bids: Greg Williams Department: Sewer Item: Sewer line point repair & relay - Second group of repairs Purpose: Repair sewer line defects identified by survey to comply with consent agreement Budgeted: State Revolving Fund (SOR) loan Notification - State Gazette, Jackson Sun, and (2) plan rooms Bids: Kajacs Contractors Attended prebid but did not obtain plans Trey Construction Attended prebid but did not obtain plans Reagor Construction Attended prebid but did not obtain plans SOT Contractors $2,132,313.60 Marbury Construction $2,549,175.00 • SOT Contractors rescinded their bid. They chose to pay$ 100,000 cash rather than have their bonding company pay for the defaulting. Recommendation: Award bid to Marbury Construction, Denmark, TN, $2,549,175.00. On a motion from Alderwoman Webb and a second from Alderman Cole with all board members voting in favor the motion passed. ,i COMMUNICATIONS FROM THE MAYOR: Mayor Holden addressed the board in recognition of the Kiwanis Park on Tickle Street, as last week it was announced an addition to the park was made. He publicly thanked The Kiwanis Club of Dyersburg, Jordan's Grab'n Go, Summit Roofing, and others who were instrumental in the work done at Kiwanis Park to upgrade and improve the park and add additional lighting.
