City of Dyersburg Board of Mayor and Aldermen Friday, June 30, 2023 1. Call to Order: The Board of Mayor and Aldermen convened for their scheduled meeting on Friday, June 30, 2023, at I I :00 a.m. in the City Hall Boardroom. Mayor John Holden called the meeting to order. All members were present except for Alderman James Baltimore and Alderman Ricky Hammond. The meeting opened with a prayer by Alderman Willie Cole. 2. Staff and Others Present: Steve Anderson, City Treasurer; Sue Teague, Director of Human Resources; William Northcutt, State Gazette; and Stephen Lane, President & CEO of Dyersburg Electric System. 3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the June 20, 2023 meeting. Alderman Rick Crawford made a motion to approve the minutes and Alderman Dennis Moody seconded the motion. All were in favor. 4. Unfinished Business: None 5. New Business: A. Amend 2022/2023 Budget: Mayor Holden presented the Amended 2022/2023 Budget by highlighting the differences between the Original Budget and the Amended Budget which reflects the end of year actual expenditures. A motion to approve the Amended 2022/2023 Budget was made by Alderwoman Vanedda Webb and Alderman Willie Cole seconded the motion. All were in favor. B. Finance Committee Meetiug minutes - Chairman Edward Burks: June 20, 2023 Minutes - Chairman Edward Burks read the minutes of the June 20, 2023 meeting. All committee members were present as well as Steve Anderson, City Treasurer; Greg Williams, City Purchaser, Joey Harrison, Alderman and William Northcutt, State Gazette. June 26, 2023 Minutes- Chairman Edward Burks read the minutes of the June 26, 2023 meeting. All committee members were present as well as Steve Anderson, City Treasurer; Greg Williams, City Purchaser; Aldermen Rick Crawford, Ricky Hammond, and Willie Cole; and William Northcutt, State Gazette. After the review of the minutes from June 20, 2023 and June 26, 2023, Mayor Holden made a motion to make a one-time contribution of $21,000 to Mclver's Grant Public Library for the purpose of balancing their budget. C. Public Hearing - Ordinance BB712 - An ordinance of the City of Dyersburg, Tennessee adopting the annual budget and tax rate for the fiscal year beginning Juy 1, 2023 and ending June 30, 2024. Mayor Holden directed the Aldermen to their Budget book that contained the information for the Public Hearing- Ordinance BB712. Mayor Holden gave an overview of the 2023/2024 budget.  Steve Anderson commented that this is the final year of the sewer rate increase to fund upgrades. The Mayor then opened the floor for any comments or questions since this was a Public Hearing. No comments were made and Alderman Joey Harrison made a motion to approve Ordinance BB712 and the motion was seconded by Alderman Rick Crawford. All were in favor. D. Resolution 06302023 - A Resolution adopting the General Assembly Public Chapter 1111 which requires municipal utilities to prepare and implement a cyber security plan by July 1, 2023 to protect the utilities facilities from unauthorized use, alteration, ransom or destruction of electronic data. Mayor John Holden presented Resolution 06302023 and gave a review of the specifics of the Cyber Security Policy for Dyersburg Gas System, Dyersburg Water System, and Dyersburg Wastewater Treatment Plant. After completion of the review, Mayor Holden asked for any comments and reiterated that the Cyber Security documents would remain on file to meet the requirements of the State of Tennessee. Alderman Dennis Moody made a motion to approve the resolution and Alderman Willie Cole seconded the motion. All were in favor. E. Attorney Invoice: Mayor Holden presented the attorney invoice from Lannom Coronado Haight PLLC for the period of May 1, 2023 to May 31, 2023 in the amount of $3,662.50. Alderwoman Vanedda Webb made a motion to approve the payment of the invoice and Joey Harrison seconded the motion. All were in favor. F. Reappointment ofRawlin Fowlkes to the Dyersburg Electric Power Board for a term of four (4) years ending June 30, 2027. Stephen Lane, President & CEO of Dyersburg Electric System was present to request the reappointment ofRawlin Fowlkes to the Dyersburg Electric Board for four (4) years ending June 30, 2027. Mayor Holden supported the request and asked for the Board's approval of the reappointment. Alderman Dennis Moody made a motion to approve the reappointment and Alderman Willie Cole seconded the motion. All were in favor. G. Bids - Greg Williams - None 6. Report from Aldermen: James Baltimore: Absent Edward Burks: Thanked the Finance Committee members for all of their hard work and Steve Anderson for all of his work on the 2023/2024 Budget. Willie Cole: No report Rick Crawford: Echoed Joey Harrison's comments and wanted to thank all of the City of Dyersburg employees who are working hard out in the heat. He specifically mentioned Zach McBroom and the Street Department and all of the other departments that are out in the heat for the benefit of the citizens of Dyersburg.  Ricky Hammond: Absent Joey Harrison: Wanted to thanks to all of the Board for all of their hard work and for all of the City of Dyersburg employees for all that they do. Dennis Moody: No report Vanedda Webb: No report. 7. Communications from the Mayor: Mayor Holden thanked all of the Board, Steve Anderson and staff for all of their hard work on the Budget. Last year, (2022/2023 Budget), the City of Dyersburg pay schedule was significantly improved, the first major change since 1998. Ninety-one (91) job classifications were analyzed which included all employees, the previous 10 step-18 years to top out was changed to a six (6) year top out schedule and the pay schedule improved across all classifications. The overall impact of these changes equated to an average of 11% increase in compensation. The 2023/2024 Budget includes a 2% raise, continuation of the City's self-insured health care plan with no increase in premiums for employees for the 17th consecutive year, $500 deductible, $1500 maximum out of pocket per person and $3000 maximum out of pocket for family will remain the same. Single employee cost remains $15 weekly, employee and children cost remains $30 weekly, employee and spouse cost remains $35 weekly and family coverage cost remains $45 weekly. There is $475,000 budgeted for local paving ($7,295,734 spent the last 7 years for local paving), capital outlay and small items of equipment approved for various departments. There is no tax increase in this 2023/2024 Budget, the tax rate will remain the same at $2.42. The City also recently had a successful Health Fair for employees for the first time in years. He wanted to thank Sue Teague, Debbie Harris, and Alison Strayhorn for organizing and executing the event. The Mayor commented that Sue Teague, HR Director is constantly reminding all Supervisors and employees of the effects of the heat and precautions to take to avoid heat stroke, etc. He also indicated that Sue has purchased gift cards for the employees exposed to heat and issued cooling towels for those employees. i;:__ ;-1-(.I,__ Mayor Holden announced that there would not be a Board meeting on Monday, July 3, 2023. 8.
