City of Dyersburg Board of Mayor and Aldermen May 19, 2025 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, May 19, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. 2. Public Comment : none 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the May 5, 2025 meeting. Alderman Cole made a motion to approve the minutes and Alderman Burks seconded the motion. All voted in favor. 4. Unfinished Business: 5. New Business: A. Notice of Public Hearing – May 19, 2025 - An amendment to allow the Planning Commission to consider multiple tenant Business Center signs for developments on multiple parcels and added definitions. Mayor Holden called for a motion to approve the public hearing. Alderman Baltimore made a motion to approve the amendment and Alderman Crawford seconded the motion. All voted in favor B. Beer Permit – 731 Clubhouse LLC John Baker 100 Community Park Road, Suite B Dyersburg, TN 38024 Mayor Holden called for a motion to approve. Alderman Hammond made the motion and Alderman Harrison seconded the motion. Mayor Holden noted that this is a public hearing on the beer permit and asked if anyone wished to speak on this, no public comments were made. All voted in favor. C. Bids – Debbie Harris 1. Department: Water Item: Water System SCADA Upgrades Project Purpose: Water System Upgrades Budgeted: Yes – ARPA-TDEC Notification – State Gazette, Jackson Sun and (2) Plan Rooms Bids: Vaughn Electric Co., Inc. $ 389,500.00 SOAP Engineering $ 467,602.63 Southern Electric $ 483,851.00 Awarded bid to Vaughn Electric Co., Inc., Union City, TN - $389,500.00 Mayor Holden called for a motion to approve the bid. Alderwoman Webb made a motion to approve the bid and Alderman Baltimore seconded the motion. All voted in favor 2. Department: Water Item: Hydrated Lime Purpose: To Soften Water and Adjust pH for Water Supply Budgeted: Yes-Operating Supplies Notification: Emergency Purchase – Supply was depleted* Bids: Mississippi Lime Co., D/B/A MLC - $11,126.23 Awarded bid to Mississippi Lime Co., D/B/A MLC, Kansas City, MO - $11,126.23 *Exceeded $10,000 due to significant price increase. Mayor Holden called for a motion to approve the bid. Alderman Moody made a motion to approve the bid and Alderman Cole seconded the motion. All voted in favor REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore thanked the police and fire department for their service to the city. Edward Burks: Alderman Burks asked when Ford Construction would begin paving. City Recorder Scott Ball stated that they were slated to begin Wednesday, May 21, 2025. He also asked about the fiber optics installation currently happening throughout the city. Willie Cole: Alderman Cole commended the police department for their service. He also commented his concerns about city cutting property. Mayor Holden stated that he was aware of the property and would look into the matter. Rick Crawford: No Report Ricky Hammond: Alderman Hammond questioned if the hold up for paving was the weather. He also asked when the pickle ball courts would be available for use and also when the grand opening of the Jenny Bell walking trail would be scheduled. Joey Harrison: Alderman Harrison sent congratulations to all our area high school graduates. Dennis Moody: No Report Vanedda Webb: No Report COMMUNICATION FROM THE MAYOR: Mayor Holden noted that The Legislative Coffee would be at 7am on Thursday May 22, 2025 at the Lannom Center. He also stated that City Hall would be closed for the observance of Memorial Day on Monday, May 26, 2025. Also, due to the holiday, garbage pickup would be delayed by one (1) day. Mayor Holden also invited everyone to attend the Memorial Day program on Monday at 10 am. He also encouraged anyone interested in participating in putting flags on veteran graves, meet at Fairview Cemetery, Saturday morning at 9am.
