CALL TO ORDER – ROLL CALL
PRESENT Mayor Jeff Jacque, Council Member Mike English, Council Member Jim Gibbs, Council
Member Mike Oberbroeckling, Council Member Mark Singsank, Council Member Tom Westhoff
PLEDGE OF ALLEGIANCE
APPROVAL OF AGENDA
Motion made by Council Member Gibbs to approve April 7, 2025 agenda as presented Seconded by
Council Member Oberbroeckling.

ORAL COMMENTS
Derick Durr, 5502 South Hyde Park, Chicago, feels his cousin Brian Spencer, Jr.'s case was racially
biased, and the evidence was contaminated. The police department did not do everything it could and is
negligent. The families are looking for answers.
Lakeisha Blount, who used to live at 112 5th Street NE, the mother of Brian Spencer, Jr., doesn’t
understand how it could have been suicide when he was shot in the back of the head, and wants
someone to do a proper investigation. The family has been getting harassed. Her son was treated like a
dog.
Tina Rice, 313 W Main St, Epworth, is a social worker, an advocate, and a citizen of Dubuque County.
The story of Brian Spencer Jr came across her Facebook feed, and it was the first she had heard of it,
and she was shocked. She has been advocating and helping them since most of them don’t live in the
area.
Terrance Pryor, 401 Westridge Dr, Acworth, GA, is a licensed attorney and the older cousin of Brian
Spencer, Jr. He implores you all to look into this case and ask the Police Department and the Division of
Criminal Investigation from the State of Iowa to open it. He doesn’t understand how items were allowed
to be removed from the scene.
Brian Spencer, Sr., 3717 W 86th Place, Chicago, feels this is a statement of gender bias and wants the
investigation reopened.
Willy Bly, 320 Hill St, Dubuque, was a cousin of Brian Spencer, Jr., and they were very close and talked
about mental health issues with each other. He wants the case reopened.
Stacia Smalley, 120 1/2 1st Ave W, was Brian Spencer Jr.'s little sister, and he was like sunshine. He
always made sure she kept her head on right. The Police could do better.
Janae Washington, 101 15th S Morgan Ave, Chicago, was the little cousin to little Brian. Saying he
ended his life does not align with the family's desire to be heard.

Show on Saturday, September 27, 2025 from 11:00 am - 4:00 pm.
Motion made by Council Member Oberbroeckling to approve closing 2nd Street at the Stop Light and 2nd
Avenue NE along with the parking lot at the corner Seconded by Council Member English.

22. Discussion and Possible Action for 1st Avenue West Roadway Project
Motion made by Council Member Oberbroeckling to approve proceeding with 6-inch Whitetop Seconded
by Council Member Singsank.
