CITY COUNCIL Lower Level Council Chambers Monday, March 02, 2026 6:00 PM MINUTES CALL TO ORDER – ROLL CALL PRESENT Mayor Jeff Jacque, Council Member Scott DeSousa, Council Member Mike English, Council Member Mike Oberbroeckling, Council Member Norm Pottebaum, Council Member Mark Singsank PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA Motion made by Council Member Singsank to approve the March 2, 2026, agenda Seconded by Council Member Pottebaum. Voting Yea: DeSousa, English, Oberbroeckling, Pottebaum, Singsank Nays: None Motion carried. ORAL COMMENTS Robb Harter, 3031 160th St, Dyersville, inquired about the property to the west of the property he owns at 616 2nd Ave SE, which needs attention. Carolyn Wiezorek, 15941 Derby Grange Rd, Dubuque, introduced herself as a candidate for Iowa House District 65. She aims to learn more about the council's work and understand, at the state level, what impacts them. Amanda Rankins, 407 13th Ave SE, raised concerns regarding the comprehensive plan map that designates her private property as Park and Greenway, stating it was included without notice and could affect property rights, development, zoning, and resale value, and requested written clarification, disclosure of any related trail planning or grants, and removal of her parcel from the designation. She also asked whether the designation could impact permits or rezoning, raised a question about a potential underground storage tank on nearby City property, and requested follow-up on a previously noted budget overage in the 301 Capital Project Fund. Resolution No. 18-26 execution of an off-duty management services agreement with Off Duty Management, Inc. Motion made by Council Member Oberbroeckling to approve with a few updates, removing the Police Chief’s name. Seconded by Council Member Singsank. Resolution No. 19-26 approving agreement for Engineering Services between the City of Dyersville and Origin Design Company Motion made by Council Member English to approve Seconded by Council Member Pottebaum. Discussion on Sewer Back-Up 822 1st St SW Motion made by Council Member English to receive and file Seconded by Council Member DeSousa. Discussion and Possible Action on Olde Castle Water & Sewer Extension Motion made by Council Member Oberbroeckling to approve proceeding with installation of the sewer main Seconded by Council Member DeSousa. Proclamation declaring March 14, 2026 be observed as the Feast Day of St. Patrick in Dyersville, Iowa Motion made by Council Member English to read the proclamation Seconded by Council Member Pottebaum.
