East Grand Forks Campbell Library Board Meeting Minutes
July 31, 2024
Present: Ryan Moe, Jen Dahlen, Marta Vanderpan, Renee Mabey, Brendan
Stermer, Renee Cardarelle, and Charlotte Helgeson
I. President Moe called the meeting to order.
II. A motion to accept the June 26, 2024, Meeting Minutes as amended, was
made by J. Dahlen with a second by M. Vanderpan. Unanimous vote.
III. A motion to approve August 2024 bills was made by R. Cardarelle with a
second by M. Vanderpan. Unanimous vote.
IV. Old Business
A. Summer Reading Program registrants totaled 129 who read 1608
hours. Thirteen children did not attend.
Top results from a survey sent to parents of SRP children showed that
the majority preferred 1) keeping students grouped by 2 grades-52%,
2) wanted registration to start in April-96%, and 3) would pay for the
Summer Reading Program-56%.
A motion was made by M. Vanderpan with a second by R. Cardarelle
to charge $10 per child with a $25 family cap and available
scholarships for all children or families who asked. Unanimous vote.
B. Non-union full-time job descriptions are still being reviewed by HR.
Program Coordinator description needs to be reworked.
Part-time minimum wage was estimated to have a 3% increase,
bringing it to $11.18. A proposed Grade and Step change for part-
timers was shared. PERA is not paid to full-time students. A motion to
accept 2025 proposed part-time wages as presented was made by R.
Mabey with a second by R. Cardarelle. Unanimous vote.
C. Proposed capitol expenses were reviewed. A motion to put the
following numbers and years forward was made by R. Cardarelle with
a second by M. Vanderpan.

Unanimous vote.

V. New Business
A. With many requests for active Military Library cards, the
recommendation is to accept applications from a military email
because asking for an ID from military is not a legal practice.
With the costs of physical library cards, virtual will be addressed in
the future. Details including the potential of physical card for certain
groups, logistics of using virtual and cost of a physical card will be
put forward for discussion next month.
B. The Walking Tour recorded 160 listeners. Every business and the
State Campground have asked for more brochures. We’ve had
positive responses from the campers and residents. Charlotte is still
looking for positive Native American stories for our area. A
suggestion to add Renee’s/Rizo’s Walkway to the Walking Tour as an
example of an individual making a difference for a community need
was addressed.
C. R. Cardarelle shared information on the Dine and Dialogue events that
will take place at Northland, Sept 7, Oct. 5, and Nov 8. Facilitators are
needed.
Renee also informed the Board that this was her last meeting and will
be moving out of the community. Her enthusiasm and participation
will be hard to replace.
A motion to adjourn was made by R. Mabey with a second by M. Vanderpan.
Adjourned.
The next meeting is set for Wednesday, Aug. 28, 2024, at 8 a.m. in the Library.
