MINUTES Village of East Troy Airport Advisory Committee April 11, 2016 1. Call to order – Meeting called to order at 7:00pm by Ann Zess Present – Ann Zess, Chairperson, Walter Watkins, Airport Manager/FBO, Matt Johnson, Don Voland, Mike Starck Excused – Sam Taber Also Present: Dale Graves, Charlie Christiansen, and Kim Weckerly, Matt Rybarczyk 2. Citizen Participation – None 3. March 14, 2016 Minutes were approved by the committee 4. Old Business: a. Airport Layout Plan update – Nothing new until after engineering is done for drainage system. b. Update on Engineering plans for the 2016 taxiway asphalt project – There have been email exchanges with Andy Trimble of the BOA regarding new FAA criteria for what they pay suggests a narrower runway. Minimum criteria we have more than satisfied and that information has been sent to Andy. 5. New Business: a. YTD Rev/Expense report through March. Fuel farm expense was fixed on this report. Total expenses come in at 25%, so we are on track with the year. b. Electric Expense increase at airport – Every area at the airport is metered separately. The bill shows that the electrical shed is costing more than budgeted and what has been historically used. Components – Papi’s, AWOS, runway lights and taxiway lights run out of shed. Matt suggested contacting WE to get a history by month by meter. Electrical rate has not changed in the last year. Don questioned if we should be rated with a different rate code. Mike Miller and Walter are working on this. c. Information regarding the Village Board has been asked to consider multiple owners on one land lease, as opposed to separate owners. The Village leases the land by square foot, so it is not a concern as far as book keeping. The Advisory Committee did not see a problem with it either way, if the Village was willing to make the changes in the records. d. Auto-use on taxiway and runways – Code – Ordinances spells out airport compliance. Kim had a copy of the ordinance 2010-03 because of federal funds we have grant assurance which drives this ordinance. Signs are posted. Need to send out an email to hanger owners to remind them of the ordinance. Per the ordinance there should be a list of authorized vehicles. The committee further discussed re-visiting the ordinance and making suggestions to the Village Board for changes/updates. There were suggestions of issuing stickers to authorized vehicles. Will be added to old business for the May meeting. Ann will email the verbiage to Advisory members to review in preparation for suggested changes.
