MINUTES Village of East Troy Airport Advisory Committee May 9, 2016 1. Call to order – Meeting called to order at 7:00pm by Ann Zess Present – Ann Zess, Chairperson, Walter Watkins, Airport Manager/FBO, Don Voland, Mike Starck, Sam Taber Also Present: Dale Graves, Charlie Christiansen, and Kim Weckerly, Matt Rybarczyk 2. Citizen Participation – None 3. April 11, 2016 Minutes were approved by the committee. 4. Old Business: a. Airport Layout Plan update – Andy would like a meeting between himself and anyone else who is interested in the airport planning to look at our existing airport layout plan of things that are not there or need to be there. This plan needs to be updated as part of and as a pre‐ requisite of taxi‐way work. b. Update on Engineering plans for the 2016 taxiway asphalt project – Engineering firm sent preliminary copy of their proposal including the storm sewer addition for intersections and side spurs taxiways that go to the hangers that could alleviate the melt in the winter. Catch basins need to accommodate aircraft with small wheels. Construction to take place next year. Budget set by engineer and bid and to be built next year. c. Committee Review of Village code 176‐17 – Regulation of vehicles on airport runways. Seems to have gotten better since this committee talked about the issue in April. Walter will continue to watch the field for unauthorized autos on taxi‐ways. Consider a budget for signs. Mike Starck motioned that each committee member bring it back to the next meeting with possible updates to the code. The motion was seconded by Don and was approved unanimously. 5. New Business: a. YTD Rev/Expense report through April. Mike and Walter conducted a meter by meter comparison on the electrical costs. The bathrooms were not the problem. It was concluded that the increase in electrical shed usage was the problem. The runway lights could be the issue. Sam and Mike have noticed it on high for an expanded period of time many times. Will continue to monitor the bills as well as the runway lights being on high at a time when they should not be. The lights are piloted activated for them to be able to turn on the high beam, but the timer should keep it on high for only 10 minutes before going dim. b. Airport Open House – Sunday August 14, 2016. The advertising is being updated. The event will be listed with the State. Will look into how to list the event with the EAA and the AOPA. Permits applied for. Ann will get information to the East Troy Chamber, as well as, work with Walter on getting volunteers for set up and take down. c. Operations at 57C (East Troy Airport) – The committee discussed a way to count landings and take‐offs, including helicopters. A test will be conducted with a trail cam. Update on Village Room tax distribution per new State Statutes ‐ Mike Starck made a motion for the airport to forego room tax from the Village, seconded by Sam Taber, motion carries. Discussion included that the chamber should continue to advertise and mention the airport in marketing materials. It was discussed to see if ETCDA (East Troy Economic Development Alliance) and/or Chamber can help promote businesses on the airport field. USA Coach has a bus run in and out of the airport park and ride. Get the schedule for the chamber website. The Airport Advisory Committee and ultimately the Village Board will need to balance the budget without the $5,000 typically budgeted under revenue. It was pointed out that it has been many years since the room tax contributed more than a couple thousand to the budget and the Airport budget has been in the black for the last several years. e. Strategically review future projects and federal funding available – Discretionary funding is also available from the BOA, but that is not guaranteed. Table discussion for next meeting. Try to schedule a meeting with Andy Trimble to discuss the ALP (Airport Layout Plan) to make corrections.
