MINUTES Village of East Troy Airport Advisory Committee May 8, 2017 1. Call to order – Meeting called to order at 7:00pm by Walter Watkins 2. Roll Call ‐ Present –Walter Watkins, Airport Manager/FBO, Don Voland, Sam Taber, Mike Starck Excused: Jim Stemper, Ann Zess Also Present: Dale Graves, Matt Rybarczyk, Kim Weckerly 3. Citizen Participation – None 4. April 10, 2017 Minutes approval – Tabled. 5. Old Business: a. Status of 2017 taxiway asphalt project discussion and updates – Runway closure and milling start was today. Runway 8‐26 will be open except when paving access points. Runways 18‐36 will be closed until project completion. Walter has issued NOTAMS accordingly. Fuel and parking will be accessible at the west ramp b. Operations at 57C – Counting operations –Follow up discussion. Tabled c. Emergency Procedures at 57C – Committee discussion. Tabled 6. New Business: a. YTD Rev/Expense report through April – Tabled b. Runway & Taxi‐way lighting system – Electrical issues and a rise in power consumption and electric bill since 2016 were traced to an aging installation. It was tested by Pieper Electric, and megohm resistance measurements shown and documented to be well below minimums. Our system was installed 30 years ago, including used current regulators that came from the Janesville airport. They were upgrading at that time. Our underground wiring was direct buried at that time. It is now bleeding current into the ground. When that happens, the regulators increase the voltage sent through the circuit. This is happening with both our runway and taxiway lights systems. New systems are encased in conduit. They use LED light fixtures. Wisconsin Bureau of Aeronautics airport Engineer Andrew Trimble suggests that the project be included in an updated petition by the Village board, so that he can proceed with funding requests through the State and the FAA.
