MINUTES Village of East Troy Airport Advisory Committee April 10, 2017 1. Call to order – Meeting called to order at 7:00pm by Ann Zess Present – Ann Zess, Chairperson, Walter Watkins, Airport Manager/FBO, Don Voland, Sam Taber, Mike Starck Excused: Jim Stemper Also Present: Dale Graves, Charlie Christiansen, Kim Weckerly 2. Citizen Participation – None 3. February 13, 2017 Minutes were approved by the committee on a motion by Don Voland and seconded by Mike Starck, passed unanimously. 4. Old Business: a. Status of 2017 taxiway asphalt project – Pre‐construction meeting scheduled for April 11. General schedule is to start on the east half taking about three weeks, followed by the hangar area and taxi lanes past hangars. The phases following the initial phases will cause very little disruption to the field. Hangar owners are being notified. b. Operations at 57C – Counting operations –Follow up discussion. No changes at this time. c. Emergency Procedures at 57C – Committee discussion. Ann will write a letter to EMS and find a meeting time. 5. New Business: a. YTD Rev/Expense report through March – No questions. Will pursue the electrical issues in a separate agenda item. b. State Bureau of Aeronautics (BOA) meeting recap – Walter attended a Sponsors workshop in Madison Thursday March 30, 2017. East Troy’s airport is called 57c, and is categorized a small non‐primary, for aeronautic purposes. Aircraft count based on the field is important. We need an accurate count since that is what the State uses to categorize airports. When the surveys go out to the hangar owners, it is critical that we count ALL aircraft. 57c has 60 reported aircraft currently, and 90 would push us to the next category. This count is based on FAA tail numbers registered. The second part of Walters meeting was with Andy Trimble reviewing 57c’s five year plan. The State BOA along with the FAA is planning on implementing a digitized GIS system, which helps to collect airport and aeronautical data to meet the demands of the Next Generation National Airspace System. The GIS system is a 3 dimensional rendering of the airport and everything on the field. It would make approach surfaces visible and could also be used as a planning tool, for any additions to the airport. A snow removal equipment (SRE) building is being discussed and this GIS system would tell us where it could and could not be located due to approaches, and other important details. Airport Advisory Committee Minutes April 10, 2017 Page 2 c. Overnight parking at the Airport – Ann will review the ordinance and investigate options to either make this possible when necessary, and/or make the information available in signs, etc. so people know what they have to do when required.
