Airport Advisory Committee
February 13, 2017
1. Call to order – Meeting called to order at 7:00pm by Ann Zess
Present – Ann Zess, Chairperson, Walter Watkins, Airport Manager/FBO, Don Voland, Sam Taber,
Mike Starck
Excused: Jim Stemper
Also Present: Dale Graves, Charlie Christiansen, Matt Rybarczyk, Kim Weckerly
2. Citizen Participation – None
3. January 9, 2017 Minutes were approved by the committee on a motion by Don Voland and
seconded by Sam Taber
4. Old Business:
a. Status of 2017 taxiway asphalt project – Aaron from Omni Engineering deemed the taxiway
lighting fixtures as okay and not needing replacement. LED lights were discussed as the other
lightbulbs are burning out quickly. Aaron also suggested that ground wiring and fixtures may
be suffering from electrical loss through ground damage to wires. He suggested putting it in
a 6 year plan to re‐do the electrical under ground, which also may contributing to our
increased WE energy bills. A motion to made to get an electrical study for a status evaluation
of what we have and what we would need to upgrade the system in order to put it on our 6
year airport improvement plan. Motion made by Mike Starck and seconded by Sam Taber ,
Motion carried. Walter talked to Aaron about other signage at intersections between
hangars and taxiway A, so anyone unfamiliar with the airport will see a sign that alerts them
that they are entering a taxiway and not a road. The State may have some signs we can get
for no charge.
b. Operations at 57C – Counting operations –Mike has run the test in section, but the cameras
are not quite as fast as they need to be to catch all take offs and landings. It will be easier to
continue the test in the summer.
c. Emergency Procedures at 57C – Refer to this as our Contingency Plan. The first step would be
to identify all the possible contingencies or emergencies. This process should be championed
by an adhoc committee attended by EMS, Police, Airport Manager, Village Rep, Mike Starck,
Sam Taber. The result of this group would be an Emergency Response Plan. Any plan would
be dry run practiced and also updated at least once per year. A motion was made by Don
Voland and Second by Sam Taber, to put together a group including EMS, Police, Airport
Manager as well as several Airport Advisory members to develop a contingency plan for the
airport. This group would report back to the Airport Advisory Committee as well as the Village
Board. Motion passed.

5. New Business:
a. YTD Rev/Expense report December/January – The committee continues to discuss the
electrical costs. An Electrical study will be pursued with the help of Jason Equitz DPW
Director.
b. Wetlands Proposal near Airport – If a wetlands is to be developed within 5 miles of a
municipal airport, it can be disputed in a letter to the USDA. A wetland within 5 miles of an
airport is an FAA restriction. This rule is included in the engineers handbook regarding
wetlands restoration near an airport. This wetland restoration is a big concern of the airport
and is a safety hazard. This is a repeat issue that has been visited before. A protest letter
would reference Advisory circular AC No. 150/5200‐338 and USDA part 650 Engineering Field
Handbook.
c. Parking – Is there a chance of changing the ordinance to allow overnight parking with a
permit?
