MINUTES VILLAGE OF EAST TROY AIRPORT ADVISORY COMMITTEE November 13, 2023 Page 1 of 2 Call Meeting to Order Roll Call: Chairperson Holm called the meeting to order at 6:00 p.m. Present: Doug Gauger, Jim Holm, JD Schreib, Kim Weckerly, and Mike Zei Others: Jason Equitz, Mike Felske, Dale Graves, and Sam Taber Excused: Mike Starck Citizen Participation Per Village Resolution 2017-01, anyone wishing to address the Airport Advisory Committee during Citizen Participation will be allowed 5 minutes. Your subject must specifically relate to matters under the jurisdiction of the Airport Advisory Committee, whether on the agenda or not. The Airport Advisory Committee should not engage in a discussion regarding comments because it was not part of the publicly noticed agenda. Upon conclusion of this Citizen Participation segment, members of the audience are not allowed further comment unless they are participating in a public hearing or if specifically allowed by a majority vote of the Airport Advisory Committee due to involvement in an agenda item. None Approval of Minutes  October 9, 2023, Meeting Minutes – Motion to approve by Mike Zei; Seconded by JD Schreib. Motion passed unanimously. Standing and Old Business 1. Airport Manager’s Report Doug Gauger presented the Airport Manager’s report. Doug reported that the snow plowing equipment is ready for service and being stored inside the hanger. He noted that he had been in contact with parents of children who had been riding four wheelers on the airport property. He also reported that trash had been left by the dumpsters near the south entrance to the airport. Doug is preparing a letter to hanger owners reminding them that the dumpsters are for “airport” trash only. Also included in the letter will be the car parking restriction at the airport. 2. Courtesy Car No update on securing a courtesy car. For those needing ground transportation, contact information for a private taxi service is posted in the FBO. 3. Grass Runway Maintenance The grass runway maintenance has been postponed until spring. Doug plans to get a few loads of topsoil and grass seed on the runway when the weather permits in spring 2024. 4. Jason Equitz provided an update on the draft ordinances. The AAC review committee has reviewed the draft ordinances and provided their recommendations to Village staff. Staff reviewed the recommendations and met with Attorney Pruitt. Attorney Pruitt will prepare a second draft based on AAC review committee suggestions and staff edits. The revised draft will then be submitted to the Bureau of Aeronautics for their review and comments. Subsequently, the draft ordinance will go back to the AAC review committee for review and then to the Village Board for final approval. 5. Planes, Trains, and Automobiles Event Kim Weckerly reported that Friends of the East Troy Airport are willing to manage event parking but not the other aspects of organizing the event. The purpose of the event would be to promote the airport. Jason and Doug will discuss possible options with Village staff. 6. Airport Layout Plan and Master Plan Jason Equitz reported that the airport layout plan has been reviewed by the Bureau of Aeronautics and is now sitting on Governor Evers desk for final approval. New Business 1. Airport Contact Flow Chart Doug will check with neighboring airports regarding a contact flow chart. The flow chart would identify the appropriate contact regarding activities at the airport. For example, when would you call 911 as opposed to contacting the airport manager. When would you contact the FAA, etc. 2. BOA’s Request for Updated Aircraft Information Jason reported that the BOA is requesting based aircraft information (number of planes registered to our airport) updated as soon as possible for funding purposes. Village staff sent a letter to the hanger owners and were pleased with the number of responses. The AAC members were encouraged to help promote the gathering of this information.
