Call Meeting to Order
Roll Call:
Chairperson Holm called the meeting to order at 7:00 p.m.
Present: Doug Gauger, Jim Holm, Mike Starck, Kim Weckerly, and Mike Zei (via phone)
Others: Dale Graves
Excused: JD Schreib
Citizen Participation
Per Village Resolution 2017-01, anyone wishing to address the Airport Advisory Committee during
Citizen Participation will be allowed 5 minutes. Your subject must specifically relate to matters
under the jurisdiction of the Airport Advisory Committee, whether on the agenda or not. The
Airport Advisory Committee should not engage in a discussion regarding comments because it
was not part of the publicly noticed agenda. Upon conclusion of this Citizen Participation segment,
members of the audience are not allowed further comment unless they are participating in a
public hearing or if specifically allowed by a majority vote of the Airport Advisory Committee due
to involvement in an agenda item.
No citizen participation.
Approval of Minutes
A motion to approve the March 11, 2024, meeting minutes was made by Mike Stark and
seconded by Mike Zei. The motion passed unanimously with Kim Weckerly abstaining.
Standing and Old Business
1. Airport Manager’s Report
• Our fuel pricing remains consistent with Burlington Municipal Airport. Fuel sales
are up for the year.
• Fire inspec�ons are ongoing with fi�een more to do. Four inspec�ons are
scheduled to be completed in May.
• Doug atended the Airport Opera�on and Land Use Seminar and learned about
funding opportuni�es for airports, solar farms on airport property, and safety on
the airport grounds.
• The new Titan signs have been installed on the FBO.
• The security cameras have been installed and are working.
• The �me commitment to mowing the airport grounds was discussed. Would the
use of auto mowers be cost-effec�ve?
• The grass runway was rolled this spring with marginal results. Additional work
remains to be done to achieve the desired results.
2. Ordinance Review
Jason Equitz has received an updated copy of the ordinances from Attorney Pruitt but is
out of the office this week and was unable to review the document before our meeting.
After Jason’s review a follow-up meeting with Jason and Kim Weckerly (representing the
AAC subcommittee) and Attorney Pruitt will be scheduled to discuss any outstanding
issues.
3. Airport Layout Plan, Master Plan, and Planning Advisory Committee
The ini�al Planning Advisory Commitee mee�ng is scheduled for May 28th.
New Business
1. Changes in Personal Property taxed as Real Property
A memo from the Village was distributed noting that in 2023 the State of Wisconsin
enacted Act 12 announcing changes to Personal Property taxing, eliminating the
Personal Property tax previously assessed to businesses effective January 2024. This
change impacts the hangers at the airport because the hangers are technically classified
as “Improvements on Leased Land” and will now be considered real estate.

Motion to adjourn was made by Mike Starck and seconded by Kim Weckerly. The
motion passed unanimously at 6:30 PM.
