Call Meeting to Order
Roll Call:
Chairperson Holm called the meeting to order at 6:00 p.m.
Present: Jim Holm, Doug Gauger, JD Schreib, Mike Starck, and Kim Weckerly
Excused: None
Others: Dale Graves, Doug Nielson, and Sam Taber
Citizen Participation
Per Village Resolution 2017-01, anyone wishing to address the Airport Advisory Committee during
Citizen Participation will be allowed 5 minutes. Your subject must specifically relate to matters
under the jurisdiction of the Airport Advisory Committee, whether on the agenda or not. The
Airport Advisory Committee should not engage in a discussion regarding comments because it
was not part of the publicly noticed agenda. Upon conclusion of this Citizen Participation segment,
members of the audience are not allowed further comment unless they are participating in a
public hearing or if specifically allowed by a majority vote of the Airport Advisory Committee due
to involvement in an agenda item.
Doug Nielson introduced himself to the Committee. He is interested in leasing a portion
of the FBO hangar for an onsite airplane repair business.
Approval of Minutes
A motion to approve the August 12, 2024, meeting minutes was made by Mike Stark
and seconded by JD Schreib. The motion passed unanimously.
Standing and Old Business
1. Airport Manager’s Report
• Doug reported that fuel sales remain steady. Titan Fuels has scheduled its annual
inspec�on for September 16th. Other annual maintenance items completed
include the fuel tank inspec�on and changing the fuel filter.
• 150 � set back around the AWAS tower to be mowed
• Leases on farmland at the airport are going out for bids. Doug asked for input
regarding adding the farmland north of the grass runway to the land available to
lease.
• Soda and candy are going over well.
2. Ordinance Review
The ordinance review process is expected to be completed by year-end. The next step is
to submit the ordinance to the Bureau of Aeronautics (BOA) for review. This is on hold
because we currently have other matters before the BOA, including the Master
planning/ALP, the potential to begin the design of the next hangar area, and a potential
development adjacent to the airport.
3. Airport Layout Plan, Master Plan, and Planning Advisory Committee
The Planning Advisory Commitee is scheduled to meet on September 17, beginning at
3:00, followed by a public mee�ng at 5:00. Comprehensive material regarding the
Master Plan Process is posted on the Village of East Troy’s website.
New Business
1. Breast Cancer Awareness Runway Painting Saturday, September 28th
The runway will be painted pink for Breast Cancer Awareness on September 28th. Breast
Cancer Awareness is an international health campaign organized to increase awareness
of the disease and raise funds for research into its cause, prevention, diagnosis,
treatment, and cure.
2. Grass Runway Rework
There was a lengthy discussion regarding repairs to the grass runway. It was estimated
that four loads of topsoil would go a long way towards resolving the problem. On or
before September 28th would be a good time because the runway would be temporarily
closed for the breast cancer awareness painting. In addition, it was suggested that this
was the best time of the year to support new grass growth.
Doug noted that there were unexpected expenses related to the fuel farm this year and
that the cost/timing of the runway repair might be an issue. He will circle back with
Jason Equitz to explore the best course of action. It was noted that some airport
businesses would provide funding for the dirt if needed.
Mike Stark moved to recommend securing an estimated four loads of topsoil for the
runway to be delivered by September 28 or before. JD Schreib seconded the motion.
The motion passed unanimously.
3. Discuss Concerns About Airport Operations and Surrounding Properties
A question was raised regarding height restrictions on the west side of the property. The
question will be referred to the Planning Advisory Committee. The elevation of the
adjacent field is about ten feet higher than the runway. Planes may be only twenty-five
feet above ground when approaching the runway. Doug intends to investigate obtaining
“low flying planes” road signs for HWY L and HWY 20.

Motion to adjourn was made by Mike Starck and seconded by JD Schreib. The motion
passed unanimously at 6:45 PM.
